This is not an uncommon practice. Someone proposes a bill that is outlandish and that they don't support just to bring the issue for discussion. He may not actually believe in the idea.
In fact Brexit all started on such a proposal. The guy who introduced the idea to parliament (?) never actually wanted Britain to leave the EU, only to get a discussion and some other change going.

You're giving an excuse to a moron. With his title, he could easily go on SSH and ask the people their thoughts. I'm sure Mike would allow it. Heck even walk his district and ask random people.

That is what Democrats think is civil, when it comes to what they want.
Bills don't get past Committee chairmen if the Democrat Chairman don't like them.
That is not a conversation. That is dictation.

I am not sure what any of your reply has to do with what I said. I never said I knew what he was actually thinking, only mentioned a political practice for context with which to look at his idea. He might really believe it, he might not.

I hope his practice isnt to just make a bill just to bring up the topic. If it is, then he is a moron and unfit to be a law maker.
I was referring to ur brexit example. Many wanted out prior to the "bill" being proposed.
Thats like having a test pilot try and fly a plane that was never ran through a sim or by logic to see if its even possible to fly. Lets just build the thing, strap in a jet engine and cross our fingers it stays in the air.

Oh, yes, many wanted brexit but one of the people responsible for introducing the measure was against the idea and only did so in order to get more favorable regulations within the EU.
In this case I am sure the representative wants do reduce fossil fuel consumption but doesn't expect to ever reach such a lofty goal. But by making a big attention getting suggestion maybe a discussion happens and something happens. I say who cares, let him has his unreasonably lofty goals because there is no way it will happen.

This is the same tactic used for gun control.
Ask for way more than you know will ever be passed into law in hopes that whatever the bill contains when passed gets the gun grabbers that much closer to the eventual goal of a total ban.
Saying it's for "conversation starting" is a moronic statement. Any lawmaker can put forward a resolution at any time they want to start a conversation. Abusing the lawmaking process just because you can is REAL abuse of power.
