Does anyone know which holster HPD uses for their Glock 17's?

for a duty holster, then yes. the Safariland holster.
But for plain clothes it'll be different...for concealment purposes.

Do you need a G17 holster?

The Safariland site calls it "Leather-look Synthetic".  I don't see that model in the "Leather Holsters" list.
