He doesn't need a "tech guy." He sounds more like he needs "funding."
There are thousands of reviews on YT covering the best cameras for content creation. As succe$$ful YouTubers buy the latest upgrades in AV equipment, their hand-me-downs are often available on eBay or their own channel sites for sale or even as a give-away.
Since you are acquainted, maybe mention that to him. Maybe even contact other firearms channel hosts and see if they can help spread the word. SOMEBODY has to have a camera they'd enjoy donating for his/our cause.
