Title: Questions on the HPD firearm PTA delay

Hello 2aHawaii Group, I am a long-time reader and first time poster. Mahalo all for your many good insights and suggestions that I have read over the years!
I am wondering what additional actions could be taken to “encourage” HPD to open up more available slots to obtain a Permit to Acquire or Registration of a firearm?  What is the rationale that HPD is basing the 3-month delay in getting an appointment on?  Is it because of COVID?  Is it because of a HPD officer shortage in the Records and Identification Division?  If that is so, then why can’t they substitute a trained and qualified civilian, such as a reserve/retired/disabled HPD officer or retired military member, to replace the sworn officers in the Division?  After all, they don’t have sworn police officers manning the 911 telephones or dispatch radios in the Communications Division—just supervisory command level officers.  Can the PTA and registration be submitted at another district police station outside of Honolulu, like they do on the Big Island?  Are there any pending legal actions on this excessive delay in obtaining a PTA?  What can I do to help?  As someone much smarter that me once said, “A right delayed is a right denied.”  Mahalo again for all your good comments and suggestions. They have provided me with a solid foundation in firearms knowledge.

The delay is political and they're using COVID as an excuse.  When the other state buildings all open up to walk ins (Drivers license, state ID, etc..) is the earliest HPD will open to walk ins.  And if they don't then a lawsuit is possible.

Nothing can be done to encourage more open slots, see above reason.

To my understanding, HPD doesn’t have the proper man-power as they’re busy balancing the sworn officers on patrol with the sworn officers in the record division. As far as the qualified civilian argument goes, I was explained that sworn officers need to be in the firearms section as they 1)handle confidential information and 2)need to testify on firearm related cases that arise (civilian and criminal).

Just wondering but couldn’t the mayor order chief skank to open up (sure he wouldn’t though since he’s not pro 2a)..... ???
