Title: Renewing Permit to Aquire
Post by: Ultra-m-a-n on March 19, 2021, 01:11:36 PM
Sorry if this question has been asked before!

My permit expired in October, how are long gun permits renewed?

- Now do I have to make an appointment on the website like I am applying for a permit for the first time?
- Do you just go over there and hand them your old permit, with the self addressed envelope? Or do I have to do all of the paperwork again?

It seems to be easier for someone to just fly to Vegas or Phoenix and just buy stuff there and fly back....

My Long Gun permit expired just after the RAPBACK BS started.  I just got around to renewing last month.  Since I hadn't paid the one-time-fee for RapBack & Fingerprinting, I had to pay it then.  That's on top of the one-time-fee I paid a few years ago to get my first PTA.  I guess "one-time-fee" doesn't mean what I think it means!

Make a PTA: 3 or less appointment.

Take the old Permit to Acquire with you along with your ID.

Yes, you have to fill all the forms out again.  Fill out the forms from the HPD site and take them with you.  Saves lots of time.

Take a picture on your phone of the dates your permit will be ready -- so you don't forget.  The dates are posted on the glass at the window.

I was leaving the parking garage after 10 minutes.

For pickup, no appointment needed.  Just do the COVID screening, and the pickup window is right next to that desk in Records.  I turned in my old permit when I did the pickup.

Super easy -- barely an inconvenience!    :geekdanc:

As for Vegas, not all Vegas dealers will sell to out-of-state gun buyers without shipping the gun/s to a Hawaii FFL.  If you ever want to do something like that, call the dealer/s you plan to buy from before you leave to verify they will sell to you.  They can't legally sell you a handgun and let you leave with it, but they can long guns -- depends on their policy.

If you have it shipped to an FFL, the STILL have to apply for a PTA.  If you can carry it home, you'll need to register.  Saves you the PTA shuffle.

I would try to get an an appointment two weeks before your long gun permit expires, they will not allow you to apply for your long gun permit before that.

If your long gun permit has expired, make a copy to help you fill out your new permit, in case they don't allow you to use it, since they will take the expired permit.

Scan and take a pic of your new long gun permit, so you will have an electronic file for your records.

That's not how it worked for me last week.  The officer let me use the old one to copy from, then let me keep it because they don't take them at the application desk now.  You have to turn them in at the records section, which I did during pickup of the new one.

Good to know.  When I re-newed the long gun permit last year they took my expired permit at the application side.

Last year, they were going to take my current long gun permit on the application side.  I reminded them that it was still active and I had two weeks more, so they gave it back to me and said that I had to turn it in to get my new permit in two weeks. Which I did, since no one on this site does anything illegal.

Thanks Flapp for the updated process.

Having visited the permit desk 10x in the past 18 months my experience has been the 'rules' about the process are totally up to whoever is handling you at the window. 'You can keep this', 'You cant keep this', 'you need to bring this', 'You didnt need to bring this (we already have it on file)' are dealers choice.  just smile and say 'Good to know".

Pro-Tips -

Try and get early early morning, they haven't been subjected to 5-7 hrs of dealing with ding dongs yet and are still patient, helpful and almost even happy to see you. Worst experience was an Extended Hours appointment (last of the day), they called me 90 mins before they appointment and asked if I wanted to come early, I did and they were pretty grumpy, rude and unforgiving on any little thing to everyone ahead of me. Its obvious they asked me to come in early so they could go home early.

Also I figured out a couple nice hacks in all those trips.

1) always grab another fresh batch of forms on the way out for your next trip, they love it when you show up with everything already filled out on the official stationary as opposed to DL'ed stuff, no clue why other than it makes it look like you are an old hand and not another hassle customer?

2) If you are on the books that day and come in saying 'I was in the neighborhood and I know my appointment isnt for another couple hours, I can come back later if you cant fit me in now' they will take you right then. Its not like they are slammed with a huge line waiting and its another one they can cross off the list.

I tried to get an appointment today since my PTA for long gun expires in July.  First time I tried it said everything is booked for the next 90 days.

I tried again just for shits and giggles and I snagged a chance for July 25, at 12:30 pm.

I started to fill out the information and had to stop for a second to lift off my seat to let out a fart.

I looked at the screen and the appointment was gone.

I tried again and it said everything is booked for the next 90 days........ ;D  Fun times in the demokratic republic of Amerika, Hawaii division.

I had to speed type on my keyboard, cause I got beat out of 2 appointments.

My brother was there registering today, the system went down on one of his entries. They told him things are about to get worse for the Officers at the window they are going to 'change to a completely new system they havent trained on'.

Whatever that means.

I agree.  Because Hawaii and HPD is anti-2a they don't really want to optimize the firearm permits for better convenience and accessibility.  They enjoy this slow-down process and the more frustrated the citizens get the better they like it.  They're hoping a lot of us give up.

Fat chance.

Called HPD.
The appointment system has been temporarily suspended.  Hopefully it will be resolved next week.  Been trying since 11:30, I should have called earlier.

The pilot program for the next Wednesday's only appointments are available today (Thursday).  It appears the bots have not yet figured this one out, there appears to be some still available for next week Wed.  Good luck.

I was able to schedule one for a family member.

Here are some tips:
- Use a computer and not a phone.

-look for time that are not exactly convenient. Everyone wants morning, both of the appointments I scheduled were at 2pm

- type out all the information on notepad and paste it into the boxes.

-it refreshes every 10 mins, so get ready at 9mins and keep refreshing. I was on the computer at 1:59 and kept refreshing till 2pm and the 2pm appointment popped up.

-it you aren't fast enough, ask a family member/friend for help. Someone has a kid that's doing virtual school;  give them $20 if they can get you booked haha

Good Luck!

I hope when we move on Tier 4 that they'll change it but do hold your breathe. I did mines yesterday, and the officer there wasn't even sure of the process. Picked up PTA and wanted register at the same time to get over with. I almost had to take another day off but I persevere thru it and got it down. Phew! Keep trying don't give up.

is there any belief that applying for PTA will ever go back to walk-in basis?

I heard a nasty rumor, from one of my shooting buddies, that some gunshop(s) have set up bots to regularly and routinely harvest any available PTA appts, and then resell them for $75.  I'm not sure if this falls into the category of scalping, or Denial-of-Service attacks.

I'm pretty sure the current Karl Roads PTA appt system has got the anti-2A crowd giggling with glee.   and this has been going on for over a year.  talking about sum "infringement".

From what others posted and my own observation, it appears the booking system makes appointments available 90 days out to the minute, and since the appointment times are 10 minutes apart, the available times will appear every 10 minutes, too.  So, on Monday at 9:00am, the appointment for 9:00am 90 days from then -- if it's a normal business day -- will be available to select online.  The next one will become available at 9:10am, and so on.

While watching this process online, it took less than a minute for each and every appointment that became available to be booked.  So, unless there are people at keyboards or phones grabbing appointments M-F 7:30-3:30 every 10 minutes, I have to believe there are bots, scripts or browser macros running that can go to the new appointments and book them without human interaction.

Would not be too difficult to identify the URLs for the appointment booking screens for every time slot and just go there and execute a booking script that fills in the form and submits it.

My other theory is there is someone with access to the system (Cop, IT techie, etc.) who reserves a block of appointments for the shops that pay them a "fee."  If the appointments don't sell to gun buyers, the appointments can be canceled -- no cost to the insider or store.

Regardless, it's not likely IMO that a group of anti-gun people has been responsible for sitting in front of the website and booking appointments manually.  The volume of appointments being generated all day every weekday seems too much for even the most zealous of gun haters for such a long period of time.

Our resident IT expert has stated he knows for a fact at least one LGS was selling appointment times.  So, even without having his facts proven in a court of law, he's never wrong.  Must be true!

Imagine if we had to book non existent appointments to attempt to vote, state your opinion, ect. Then get denied because  you went to talk to someone after a tragic or traumatic event.

But yet, here we are having to accept it, because it's "common sense".

Appointments ain't that bad....you basically need them for many things you do in your life from drivers license to restaurants...They apparently have walk in now.  So its basically just like a restaurant.  You either book ahead or wait.  Vilifying appointments will just get us to the old shitty system of waiting in line for hours as your only option....

Your opinion has been stated many times.  One more time, and maybe you''ll get that set of steak knives from Trolls'R'Us!

The appointment system is being abused by SOME LGS, by individuals and anyone else making appointments with the intention of selling them or preventing actual buyers from getting an appointment.  Until that is fixed, HPD is complicit.  They are enabling this abuse by ignoring the problem and doing nothing about it.

Yeah, they say canceling multiple appointments under the same name and removing the online cancelation feature is an attempt to thwart these jerks, in reality, those steps do nothing.

Until they require definitive ID to create an account, and then associate bookings with that account, there's little hope of fixing a system that allows anonymous access.

they don't have walk-in PTA, only walk-in registration..

this thread is about PTA, not registration.

I would rather stand in line for hours, knowing that I will be successful in the end that day, rather than not being able to get an appt at all and they're all booked for the next 90 days, or so they say.

From a desk officer at HPD over the phone from Firearms Division: "Appointments open up every 10 minutes from 8 am, so you need to get on and 1 minute before the appt is supposed to open up, you need to keep trying and clicking and eventually you'll get one." Appts can apparently only be booked during HPD business hours so good luck and hopefully that helps you secure one!

Appts can apparently only be booked during HPD business hours so good luck and hopefully that helps you secure one!

Thanks for sharing this information that is straight from the horse's mouth.

HPD says glue yourself to the computer and every ten minutes keep clicking from 1 minute prior and eventually you will get an appointment.  Eventually..........

If ever there was a blatant violation of 2a rights this is it folks........  a law abiding citizen of the United States wanting to own a firearm is reduced to pounding away on a button in hopes of, through the almighty grace of HPD and our glorious leaders, he or she might be granted this privilege.

Insanity.

Several people have said for PTA they allow walk ins unofficially now.

Is there any truth to this? Would love to see these posts if they are here on the forums.

"Several people?"  Can you point to their posts?  If they didn't post, then who are they, and when did you talk to them?

Was this direct info or secondhand?  Were the "several people" HPD employees, or anyone else with direct knowledge of this "unofficial" policy?

You can't just throw out a rumor like that on this forum (of all places) and not offer some details as to it's reliability.

People here are desperate for appointments, and here you are saying they can just walk in.  Where are your sources?

Look at the other threads.  You have a search button.

Look at the other threads.  You have a search button.

You made the claim, and now you've been asked where you obtained this "fact."

Answer the question.  Not my job to research your statements.  You make the claim, you provide the evidence.

I'm of the opinion you pulled this tidbit out of your ass, and there are no posts to search.  Not wasting my time.

Either you can answer it, or you can't.  I'm betting you can't.

Can we get back to topic of PTA. Actually one of interest to me and others.

I thought I was discussing PTA, and whether or not the rumor of "unofficial walk-ins" was viable.

It's kind of important if walk-ins for permit applications are allowed now or not.

I found this one, but I can't find the other one.  Search function sucks on this forum.

It was mentioned in the "How's the line at HPD" thread that there is also "stand by". No appointment, just wait and if no one is at the window, it's your turn. I was there this past Friday, late morning with an online registration appointment I got months earlier. There's no covid screening, went in, got check off the list and went to the window to register. While I was waiting for the registration to be typed, the officer manning the front door confirmed that if you just wanted to wait, you could "stand by" with no appointment. It was empty at the time and he said if someone came right now, without an appointment, they could go straight in since the window was open.

If I'm not mistaken, permits and registrations are performed at different locations -- permits in the new area to the left as you walk up, and registrations in the original firearms section vestibule past the records section.

Nothing in that post you quoted says anything about PTA, only registrations.  The officer he was speaking to was in the records/registration room.  Any comments about walk-ins would have been in the context of registrations.

Next time you tell someone "you have a search button," remember what you said about that feature.  This was not the first time you tried to used that line to avoid doing your own work.

Still waiting tor "several people" to be defined as "you posting about one person posting about talking to an officer manning the door."

he/she/it likes to claim that posting one study/article = "many"
so this is probably similar...

Perhaps I was mistaken.  I'll go down to hpd one day and ask or call them.   Planning to get another pistol.

Perhaps?

Perhaps next time, you should verify your facts before telling other people they can do walk-ins for permits based on a post that was all about registration.

Better yet, since we know you have no self control to stop yourself from posting every thought -- good, bad, right, wrong, etc. -- just add a disclaimer that you have not verified the information in your comment, and that anyone choosing to follow it should do their own research before taking it as fact.  You should probably just add that to your signature for convenience.

another thread needlessly long due to 1 person lack of understanding how things work.

I'm sure this will come out later that he apologized for being mistaken. But then  leave out the "perhaps". So not a real admission.

HIFICO is following up on their settlement and the AG said they plan on doing changes in October.  Court date for other part of their lawsuit later this month.

With that assumptions I'd  say likewise.  I say many posts here are fake news or conspiracies.

I'll call next week to confirm.  Next time I'll just do that.

Maybe you should make this a normal practice.

Instead of posting other people's unverified BS and your opinions, beliefs and feelings, start verifying what you post BEFORE you post it.

It's getting to be very time consuming responding with the real facts only to then have you argue nonstop about how you weren't technically wrong.

You should spend at least as much time verifying your posts as you spend mistyping them.

That was my point a page back. It’s one thing to comment based on “what they heard” or thoughts and feelings in threads on politics and stuff. But threads like this and on firearms is best benefitted by folks sharing experiences and vetted info. Then of course it devolves into the bickering…

Anyways, I’ll be picking up my PTA end of next week. I’ll ask them some questions about walk-ins and other stuff then. I can also ask a friend who works in records and can see if he can get info. I’ll actually be having beers with him later next week.

One thing that could help is that they have the hard copy forms out on the tables. If you’re going in good a PTA, helps to have the forms ahead of time to fill out. The forms been out there for a while. But it used to be that they didn’t hand them out until you were applying. Not really new info, but maybe can help someone doing for the first time or those with only limited time to spend, say quick break from work.

After 7 years without a long gun permit, I decided to get one. On the BI, you call to make an appointment.  First call, line busy. 2nd try 1 min later I get an answer and woman fills out form for me over the phone. I get an appointment to come in the following week.
