Very true so the only way Hawaii residents would be able to do it is travel to a state that issues CCW permits to non residents then come back.

And, to answer the question, it won't help Hawaii.  It will only help hawaii when we can make the argument that tourists can carry, but hawaiians can not.  In order to carry in your home state, you must have a permit from the home state (to do so otherwise would implicate the 10th amendment).  To explain slightly further, I can compel you accept out of state transfers like a driver license, mainly because it's under "interstate commerce," but, I can not tell you how to give your own people a license.


So how would we change this?

I recently applied for a NON-RESIDENT CCW from the great state of Arizona. 1 form, 2 fingerprint cards, my NRA Handgun Safety cert (a copy) and $60 dollars later my packet is on it's way back to AZ.

AZ will issue a permit to carry concealed to non-residents that meet all the other eligibility requirements (found here: http://www.azdps.gov/Services/Concealed_Weapons/Permits/Obtain/#4 (http://www.azdps.gov/Services/Concealed_Weapons/Permits/Obtain/#4)). This permit is valid in 30 other states. Not surprisingly, HI and the Northeastern states are absent.

Now, I don't plan on CCW'ing on an AZ permit here in HI and making myself the test case or poster boy for reciprocity.  :crazy:
I am happy to support HDF as they fight this fight, but it got me to wondering what would happen if as many HI firearms owners as possible applied for and obtained non-resident CCW permits. Imagine telling the legislators and the public that Arizona trusts Hawaii citizens more than Hawaii does. That we as law-abiding citizens of Hawaii can legally carry concealed in 30+ States except for our own! There might possibly be legal advantage to this precedent, but I wouldn't know and could very well be wrong.

But I will proudly carry my Hawaii DL, my AZ CCW and my 1911 when I go to visit friends and family in Texas, Virginia and Georgia over the holidays.  :geekdanc:

How do you get the AZ CCW packet?
Go to https://www.azdps.gov/About/Contacts/Email/?c=CCW (https://www.azdps.gov/About/Contacts/Email/?c=CCW) input your info, tell them some version of "Hello, Please send me information and the packet required to apply for an Arizona non-resident concealed weapons permit. My address is: XXXXXX North Kaxxxxxxxxx Avenue, Yourtown, HI  967xx. Thank you."

And wait for the mailman.

I plan on applying for a Florida non-resident CCW next.

Hpd could just change their stance, not issue any permits and not allow reciprocity.

Ummm, that's pretty much what they're doing now, so I'm not sure what the "change" to their stance would be.   ???

HPD won't have any options to "allow" reciprocity, it's a federal statute.

sure they do.  Change from "may issue" to "no ccw."  Then there's nothing to reciprocate.

Right now on paper it looks like we allow ccw because we are a may issue state, although we all know the truth. If they changed it to no ccw then we would look like dc and Chicago on paper.

Also if everything stays the same and they allow reciprocity, after the heat dies down, maybe Hawaii people will try and concealing carry anyways.  It's illegal or whatever but hopefully no one notices cause other people are carrying, and its concealed right, and the only time it would hopefully come out is in a life or death situation.

Hopefully its not like the brand new playground though that just about opened and someone set it on fire. Talk about the communication holding its self back. Hawaii in a sense would be shooting its self in the ass. Not uncommitted though for here.

That wouldn't be up to HPD, though.  That would be up to the state legislature to change HRS 134-9.

That probably wouldn't be hard for the democratic legislature to do either.

I wonder if any sort of public statement could be made by the inundation of the HPD firearms division with requests for CCW permits. Imagine a thousand people applying every month and all getting rejected. It might catch media attention and would be something HPD would have to deal with.

If everyone's down to apply and will stick to it, I'll do it once every month or two just to get the numbers of rejected applications up...I know when Chris tried, not too many people actually went out to apply.

If you've applied for a permit to acquire before, I don't think there's a fee, as they already have your fingerprints.

I'm more than willing to apply for a Hawaii CCW permit if someone tells me the process.

To date I haven't been able to find anything anywhere.

Or is it because the process is:
  • Go to Beretania Street
  • Stand in line for hours
  • Get to the window of the Firearms Unit and ask for a CCW permit application
  • Get blank and confused stares from the guys behind the window
  • Get laughed at by everyone behind me in line for wasting the last hour of my life standing in line for nothing
  • Make note of the names of the HPD officers and what they tell me regarding a HI CCW for future reference

Take a look at this thread (http://2ahawaii.com/index.php?topic=927.0).

HDF started an initiative to get as many people as possible to apply before launching their lawsuit.  They even put together a packet for you to use.

AZ sent me the cards and I had our security office take my prints.
Many military police stations on the bases around here might be able to print you.

Not much help, I know.

I planning on getting my Non-Res CCW Permit soon.

In the building on the corner of King and Punchbowl where they issue state ID cards.  The Criminal Records Office.  You have to call to make an appointment,  try 536-1150.  If it's wrong, they can probably direct you to the correct #. 
When you go in the building, don't stand in the main ( long ) line.  The CR Office is down a short hall to the left.
