Hawaii has sunk to a new low. Bad enough that catalytic converters are getting stolen, but a shipping container getting jacked is ultra outrageous. This place is becoming more and more like the port of Los Angeles. I feel deeply sorry for the military family whose belongings were stolen. Knowing how chintzy the maritime insurance plans are, I hope the family's homeowner's insurance can cover some of their loss.

DoD is responsible for FULL REPLACEMENT VALUE if your household goods are lost or damaged in the move. No need for military families to get additional coverage unless there are specific coverages needed for valuable items like jewelry, firearms, etc. Also, the military is a little more lenient when filing claims for a loss than the moving companies and private insurance companies. You still need evidence of replacement or repair costs, but the DoD will make payment promptly if there are no questions about the requested amounts.
The number one thing to protect your shipment is making sure the paperwork you signed is correct, in particular the inventory. It also helps to have pics of the contents of each box -- easy to do with a smartphone.
BTW, most military families don't have homeowner's insurance when moving, since they were either renting, living in military housing, or already sold their home before moving while living in transient quarters. When I moved from OK to VA, USAA offered me a renter's policy to cover any additional losses for high value items above what the military might pay for loss/damage in the move. Deductibles still applied, whereas the military has no deductibles.
