As a non-FFL, you're allowed to use USPS to ship long guns or shotguns to another state as long as the recipient is an FFL (Dealer, manufacturer, gunsmith, collector, etc.) or to yourself in care of another person.

As long as the gun isn't capable of being easily concealed, you can ship it via USPS.  SBRs and short barrel shotguns can't be sent by non-FFLs.

It can be returned to you directly from the recipient FFL.  There is no transfer taking place, so an intermediary HI FFL isn't required.

Both parties need to use a class of USPS service that allows for tracking and signature capture at delivery.  Read the links I provided below for proper markings.  Basically, the exterior packaging needs to be ambiguous as to the contents, marked "Return Service Requested" and nothing that indicates it contains a firearm -- with the exception that the recipient's business name might be a clue!

USPS defines unmailable firearms for non-FFL senders as:
Quote
431.2 Handguns
Pistols, revolvers, and other firearms capable of being concealed on the person (for example, short-barreled shotguns and short-barreled rifles) are defined as handguns. The following definitions apply:

   a.  Handgun (including pistols and revolvers) means any firearm which has a short stock, and is designed to be held and fired by the use of a single hand and subject to 431.1, or a combination of parts from which a handgun can be assembled.

   b.  Other firearms capable of being concealed on the person include, but are not limited to, short-barreled shotguns and short-barreled rifles.

   c.  Short-barreled shotgun means a shotgun that has one or more barrels less than 18 inches long. The term short-barreled rifle means a rifle that has one or more barrels that are less than 16 inches long. These definitions include any weapon made from a shotgun or rifle, whether by alteration, modification, or otherwise, if such a weapon as modified has an overall length of less than 26 inches. A short-barreled shotgun or rifle of greater dimension may be regarded as nonmailable when it has characteristics to allow concealment on the person.

FYI:  After some research last year, I concluded stripped frames and receivers are considered unmailable via USPS for non-FFL senders since the barrel length restrictions can't be met with no barrel installed.

if you are only shipping the barrel, it is considered parts, and there are no rules that apply...
