According to the AG’s official opinion release to the Governor, open carry permits will still be able to be denied based off of still requiring to “show a need” to open carry
She submitted in her letter that that’s still actionable for open carry

She is saying that the New York case didn't eliminate all regulations for CCW permits to be approved, it only removed one and the others can still be enforced.

**UPDATE**
(But not really)
I was in the Firearms Div office this morning applying for a handgun PTA and before I was able to ask for an update, an older gentleman came in and asked about what’s going on with the conceal carry permits. Before he was even allowed to finish, the front desk officer interrupted him and the following summarized conversation occurred:

morning literally refused to allow an older
gentleman to finish asking about what's
going on and explained to him "We don’t know anything. We can’t tell you anything because if we approve them now then that means everyone can get a permit and carry a gun…”
I’m sorry, isn’t that the POINT of the US Constitution?
… “It will probably take another year to let laws be
created and new forms to be made because the Legislature wants to look at everything” …
The gentleman asks him if he can apply anyway, and the officer said “you can apply and I can't stop you, but I
wouldn't want you to waste your time.” which with his specific attitude and means of speaking made the gentleman decide to not apply.
I went in around 0900 this morning.
Pure stall tactics. Let’s let them know we as an organization will pursue legal action against them if they do not uphold and streamline the CCW process so as to happen in a timely manner. I, for one, do not mind donating to said effort should it become deemed necessary.
Given that Hawaii traditionally has not approved/ had to deal with “average” publicly armed citizens, it does only make sense that some time must pass to analyze and review and create guidelines that align with the SCOTUS decision and get the ball rolling, but realistically the state has already admitted to Star Advertiser that legislation talks will not occur until next session, so it would *seem* that potentially just changing a form and figuring out how to physically issue said permits (whether paper or plastic card, etc) is only what needs to happen. As we all know, the current problem is how long that timeframe is seeing and that the public is not being updated in real time. Of course states such as California and New York have already implemented the system — but those states have already had functional permitting processes in place for some time.

According to the Star Advertiser, as of this morning’s published edition, the Kauai Police Chief says “The Kauai Police Department anticipates the revised firearms application to carry will be available to the public within the next 30 days.“; now I’m not holding my breath like it’s law, especially with the way HPD and Honolulu like to do things under the radar and bassakwards, but hopefully this goes for all of the islands not just Kauai. This is somewhat a good note, but as always we will have to wait and see.
Also, Ige is an idiot and seems to think it pertinent to mention that CCW permits “won’t be automatically granted”, as if that has anything to do with the SCOTUS decision or the NYSRPA case. Lets hope this is true and goes well. Star Advertiser quotes Logan, who says that “Once the new process is finalized, a letter will be sent to the applicants notifying them of the new procedures.”
So now it seems we will have to apply again with the new form and process. RIP to those of us who already submitted passport photos. I’m going to ask today if I can get mine back since the forms and process will clearly be changing, but likely won’t happen.

Logan was on the radio this morning and he expects HPD to issue permits within the next 30 days. Those who already applied might have to fill out an online form as well.

Logan on the radio this morning said he's working with the county chiefs so they're all on the same page. Logan plans to approve CCW permits by end of August at the latest. But he's Oahu.
Maui has an ordinance that is additional to state law. They have the same with Tasers. Maui is super anti 2a compared to Oahu. Oahu has no ordinance. A UIPA was submitted by HIFICO because Maui requires a class. No one on the phone could explain whats needed in the class., but they stated a class is required. The UIPA has 10 days to reply. TBH, they have no idea what training is required, it was just added in and since no one got approved, for years it was just in there.
IDK if Big Island has an ordinance. So far, I haven't heard anything.

I read article in the paper this morning about guns and the permit info, and it said Maui already is processing one permit. Not sure did that means they’re looking at it but planning to deny it or approve it, but it’s something. This state and each county is so weird and so random it’s kind boggling :shake:

Not an ordinance, just their specific take on the HRS of "Be qualified to use the firearm in a safe manner." To be "qualified" usually refers to completing a course or testing or other verifying method.

Thats good news! Not quite the 1 month line I drew but if its only 2 months, I'll take it without complaining
