Using CCI #400 LARGE RIFLE PRIMERS in one fired Federal 6.5 Creedmoor brass.
Primer pockets are cleaned and uniformed.
When I seat primers, they are not flush and clearly rock when sitting them up.
What are your thoughts?

Most of the time you can feel when the primer is fully seated. Some primers are known to be tight, but the #400 in not one of them. Try pushing harder to seat the primer deeper. Wear eye protection.

any pics? What tool are you using to seat them?

Well that’s weird.. I use to have a problem crushing primers. LRP or SRP. And my sd numbers was all over the place. What kind of brass are you using?

Cci #400 are small rifle primers. But in case that was a typo measure your primer from anvil to top of cup and measure the depth of your primer pocket that will tell you if you need to crush the primer to seat them flush. FYI Saami spec on larger rifle primer thickness is min-.123” max-.136” primer pocket depth from case head is supposed to be .125”-.132” I need ~.005” crush with Peterson brass and 210m primer to get it to seat flush~-.001”

Maybe there’s a factory crimp on the brass?
