It's when you substitute supposed secrecy and/or camouflage instead of employing actual security measures, like locks, safes, alarm systems, guards, etc.

I wonder how much of the boxes contain official government records that should have been turned over to the White House 7+ years ago? That could prove to be a bigger deal, if the records are involved in issues and actions they were trying to hide -- just like Hillary was doing when she created the illegal server to segregate all her emails from the official email address she was required to use.

The school has raked in millions in anonymous donations from China since putting Biden’s name on the think tank, including $15.8 million in Chinese gifts in 2017 and one staggering $14.5 million donation in May 2018, records show.
The University of Pennsylvania has received a total of $54.6 million in donations from China between 2014 and 2019, The Post reported in April of 2022.

More documents were found last Friday after the WH told reporters that the search for classified documents at Biden's home was complete.
These documents were found after they were taken more than 10 years ago when Biden left his Senate seat to become VP.
Logically, nobody can know who had access to the documents, whether any others are missing (taken by visitors) or simply read by people with no clearances.
After a half a century of holding office in DC, he's bound to have become complacent when handling classified. It becomes a matter of routine.
The time span is what's most alarming. Someone had to have gone through boxes of papers looking for something and noticed these were there.

It’s been weeks since the Biden classified documents scandal broke. In that time, Americans learned that Biden’s lawyers mysteriously ‘discovered’ them mere days before the 2022 midterm elections.
The classified documents were found in several stashes. The first were discovered in a “lock box” in a closet at the Penn Biden Center in Washington D.C. Another was found at Biden’s home in Wilmington, Delaware. Then another stash was found in his garage, apparently in boxes next to his beloved 1967 Corvette Stingray.
Biden’s classified documents had been shuffled out at the end of his vice presidency. One mystery woman, Kathy Chung, then a Biden aide, was questioned by law enforcement over her role moving the boxes of docs from the vice president’s office. Chung had so happened to have gotten her job from the recommendation of Hunter Biden. During her time at the VP’s office, she had given Hunter a “treasure trove” of phone numbers for the most famous and powerful people in the country. She also copied him on the Vice President’s “intelligence briefings.” She’s also a ‘ghost’ on the Internet.
The directors of the Penn Biden Center are a veritable ‘who’s who’ of foreign policy influencers. The Penn Biden Center’s first managing director was none other than current Secretary of State Antony Blinken. He was succeeded in this role by White House counselor Steven Richetti. After him followed a managing director who gained prominence during the first Trump impeachment hearings: Dr. Michael Carpenter.
Dr. Carpenter, a Russia and Ukraine expert, would certainly have the “dirt” on Joe and Hunter Biden. He was also behind the scenes during the Trump impeachment hoax. He worked with the alleged “whistleblower” Eric Ciaramella. He was by Joe Biden’s side when he bragged about pressuring Ukraine to fire the prosecutor investigating the gas company paying his son Hunter Biden. He presided over the Penn Biden Center while it stored Joe Biden’s classified documents.

The timing of the public release of this information is not as simple as simply withholding important information from midterm voters.
I believe the WH and DOJ were implementing a preemptive "search" for classified documents because the House is now controlled by the GOP. The House would more than likely issue subpoenas for Biden and associates which would then involve the FBI doing warrant searches similar to Mara Lago.
So, to get ahead of the scandal, they are pretending they are just now discovering documents they have likely known about but didn't bother with since the Swamp was never going to bother, either.
Elections matter.

In the name of transparency [/sarcasm], the White House press secretary is now refusing to answer questions from the press on the classified document scandal (Garage Gate).
Peter Doocy of FOX News asked several questions in a press briefing, including this one:
Why did President Biden travel to his Delaware home just days after a Special Counsel was appointed to investigate classified documents found in that home?
All of Doocy's questions were deflected by the press secretary with, "You should direct that question to the office of the Special Counsel."
So, now the WH Propaganda Secretary's job became much easier. Instead of actually answering questions for the press (and the American people), she just refers reporters to someone else they should ask.

I was going to mention that this morning. It's all over some news outlets, but not others. Where some news outlets are all over this instance, with Pence and yet crickets on Biden. But eh, no media bias, bruh.

Why is the FBI suddenly so interested in Pence, who left office in 2020, but they were never interested in Biden for the past 50 years?
Now that Biden is found with classified spanning over a decade -- that we know of -- it's all of a sudden a top priority for the DOJ to search another former VP? What was their justification for the warrant? I haven't seen any mention of probable cause.

My gut (as well as some members of Congress :geekdanc:) tells me this is all related to the Hunter/Joe corruption investigation that's expected from the House now.
Once subpoenas and warrants start hitting the DOJ, these documents would have been found anyway. This is a house-cleaning operation, and the cleaners were not legally able to destroy the classified -- so they had to report the documents.
Trying to keep the scope of this focused on handling of classified docs gives the Biden's time to scrub all the incriminating evidence of corruption, influence peddling to foreign actors, and money laundering.
