If any of the state bills pass HB1230 or HB984 they would most likely be effective upon signing (7/1). No one would be able to buy a gun until HPD figures out their new procedure for the law change for an approved handgun safety instructor. No longer will just a NRA Instructor cert be sufficient and can work autonomously. New law states they must be approved by HPD.
We saw with CCW, Bruen was in June and the first CCW approved instructor wasn't until December. Then add in the demand because there is no grandfather clause or no can use Hunters Ed class anymore.
They could also add in the same for rifles. But def handguns.

Cause they want the safety class to cover a bunch of new stuff like suicide prevention, storage of firearms, etc...And all instructors must be approved by HPD, so IDK how online would work.

"(1) An approved hunter education course as authorized under section 183D-28[;], unless the applicant seeks to acquire a pistol or revolver, in which case the applicant shall complete a training satisfying the requirements of paragraph (2), (3), or (4);
(2) A firearms safety or training course or class available to the general public offered by a law enforcement agency of the State or of any county;
(3) A firearms safety or training course offered to law enforcement officers, security guards, investigators, deputy sheriffs, or any division or subdivision of law enforcement or security enforcement by a state or county law enforcement agency; or
(4) A firearms training or safety course or class conducted by a firearms instructor certified or verified by the chief of police of the respective county or a designee of the chief of police or certified by a nongovernmental organization approved for such purposes by the chief of police of the respective county or a designee of the chief of police, or conducted by a certified military firearms instructor; provided that the firearms training or safety course or class provides, at a minimum, a total of at least two hours of firing training at a firing range and a total of at least four hours of classroom instruction, which may include a video, that focuses on:
(A) The safe use, handling, and storage of firearms and firearm safety in the home[;], as well as a component on mental health, suicide prevention, and domestic violence issues associated with firearms and firearm violence; and
(B) Education on the firearm laws of the State."

Either way, you would have to redo it. And every 4 years. And LIFE would have to get approved by HPD along with all the other NRA instructors teaching the handgun safety class.

Short summary of bills as written now for permit to acquire.
Long guns- need hunters Ed or new firearms safety course
Pistols - new firearms safety course. Hunters Ed no longer applies
Training must have been conducted in the past 4 years.
Firearms safety course needs to be conducted by a PD approved firearms instructor and cover updated/extra content.
Must pay a fee for every PTA.
Police will have up to 40 days to approve PTA.
CCW/PTA background checks will be more subjective and intrusive. Just because you can get one now, doesn't mean you'll get one under the new law.
Permit denials result in firearms confiscation.
Almost everyone will need to redo their training to buy a gun. There will likely be a time period where almost no one can buy a handgun when this law starts due to police redoing policy, procedures, and forms and instructors are approved and new classes taught.

I've been sayng that forever.
I'm no longer a Hawaii voter, my legal residence, and voting is once again WA state.
WA state is fuked up politically but nowhere near as bad as Honolulu run Hawaii.
I can buy guns, ammo, and go shooting without begging the Democrat party for permission.
I will still physically reside here in Hawaii with my wife who is still a legal Hawaii resident,
voter, and homeowner as am I.
Fuk Honolulu and it's gun laws.

where's the best places to park, most likely to be able to find an open parking space?
I used to park underneath the state capitol, metered parking, but that's kind of a long walk. Do the meters still take quarters? or is that something obsolete from the golden olden days?

I bought a couple of SIG OEM stripped FCU's. Genuine SIG FCU's, PTA & registered. a little disappointed in the sloppy fit to the slide, a lot of side-to-side movement. I'm not sure if that's because I just bought the stripped FCU, as compared to the assembled FCU, or even the whole pistol. Maybe the SIG assembled FCU's have more meat on the slide rail sides? ???
I do have a MIG welder with SS wire...

When I went on a Wed evening, I think around 5 pm. I just parked in the HPD visitor lot. Was empty IIRC.

My friend got his car towed from the capitol recently, think it was 430 or 5pm.

The last few times I was able to park in the metered stalls on Beretania, HPD side of Ward. I don't feed the meter after 5pm and no tickets. I also have parked at the Fasi Building municipal lot, across Alapai St from HPD, no need feed the meters after 4pm. Always been on Wednesdays after 4:30pm, always had multiple stalls available.

I keep trimed and neat, but no shaving.

I was SCBA certified at the top of a 14,000 foot tall
mountain.
SCUBA also works just fine but different breathing
mechanism;
my beard did not interfer with my equipment.
and never has.
