Story in HNN about a store hiring private security.

IDK if this guy is HPD, but if not, he's taking advantage of the baton ruling.  The news clip was fast, and looked like he had what resembles a firearm on his hip.

i'm sure off-duty cops are allowed to be hired as private security.

So, he could be both a Cop and a Rent-a-Cop.
