Our colonial navy had approximately 1,200 cannons on board less than 65 ships.
The privateers, on the other hand, had almost 15,000 cannons – all privately owned.

And, as anyone who knows anything about guns is aware, it's legal to own machine guns.
I was able to fire a fully automatic M16 at my Front Sight training class -- something that was offered for an extra fee and not part of the handgun class! According to Biden, that never happened. He's serious, man! :geekdanc:

Firearm Owners' Protection Act (FOPA)
In 1986, this Act amended the NFA definition of “silencer” by adding combinations of parts
for silencers and any part intended for use in the assembly or fabrication of a silencer. The

After re-reading the fabulous quote from Biden, it appears the part about cannons was his lame attempt at poking a hole in the Supreme Court's "history and tradition" test for new gun laws.
But, he then invokes machine guns -- something that were not in wide use at that time if at all -- as if that makes them illegal. He was wrong about cannons, and he was wrong about machine guns in the context of the second amendment.
Machine guns were restricted in the 1930s because of public fear. Gangs liked the Tommy Gun, and after the St. Valentine's Day Massacre, the public was calling for gun control to make them feel safer. The current restrictions on machine guns are a red herring based not on restrictions at the time of the Second Amendment's passage, but much, much later as an emotional reaction to crime. Cops at that time were mostly carrying 6-shot revolvers. Facing gangland criminals in places like Chicago didn't end well.
