Title: KHSC Kramer Range Report
Post by: zippz on June 28, 2023, 10:56:20 AM
This was being passed around a few months ago but I didn't post it as I wasn't sure if it was for public release.  Just noticed its linked on the KHSC page now.

https://www.honolulu.gov/rep/site/dpr/pmrs_docs/Koko_Head_Shooting_Complex_Safety_Health__Environmental_Recommendations_-_Parks__Recreation_Feb_2023.pdf

These are the recommendations from the range consultants hired by the city.  Most of it is industry standard stuff and explains why things are the way they are.  Give it a good read and promote safe practices at the range.

Honolulu recently allocated $2.3 million for range improvements in 2024 to continue working on these recommendations.

here's a quote from the above consultants' recommendations:

Quote
Industry standards differ on the use of various types of steel targets and their safe distances from
the shooting location. We have adopted the following recommendations.
Steel Target Types: Targets must be rated for the caliber used (e.g., pistol rated for pistol fire, rifle
rated for rifle fire). Targets that fall backward, and are engaged with multiple shots, should be
prohibited (e.g., Pepper-poppers, falling plates), except when ballistic calculations prove deflected
bullets will remain on the shooting range site. Targets that do not fall backward are acceptable
(e.g., fixed plates, swingers, dueling trees). Targets that do fall, but are engaged with a single shot,
are acceptable (e.g., Metallic Silhouette animals).

I guess they ignore the recommendations of the consultants bc that's exactly what the silhouette range is, and those targets are acceptable according to the consultants.  or when we could shoot steel on the rifle side, they needed to be swinging targets which is acceptable according to the consultants
why do they ignore the recommendations?  bc this is hawaii and politicians are full of crap

Right on, Stang  :shaka:  Thank you for not beating around the bush and telling it like it is because it is true.

The pro 2a community would also like to enjoy their recreational interest just as much as fishermen, golfers, hikers, etc. would like to.  But because our interests involve firearms, these asshats are just doing the bare minimum and cater to the anti-2a crowd and cat lovers like that puke in Hawaii Kai.

I think that the politicians merely hired these consultants to check the box
they got legitimate consultants who know about shooting ranges.  so the box is checked
but they go ahead make the rules how THEY want it be regardless of what the consultants recommend
then they'll say to the press, "we consulted with the range experts and this is the rules we've come with."
so to the untrained eye it looks like it is based on the consultants recommendations, but in reality it has nothing to do with their recommendations.
it's what government workers do. they check boxes. they don't actually solve any problems or get meaningful outcomes. they are just box checkers

Kramer One advises that 50bmg should not be allowed. Since we are limited to 100yds, if there is a ban
on 50bmg, will the ban also apply to law enforcement and the military? These organizations have
access to "special" ammo that civilians do not.

IMHO the DOD should be part of the financing of the range improvements. IF I remember correctly, the AF
police contributed greatly to the pilikia we are now experiencing. Keeping good public relations alive with
the people of Hawaii would be cheap insurance in maintaining a viable presence in the Mid Pacific.

Mahalo zippz for the great info.

Metallic Silhouette Range
Description
This is range has a fixed firing line with steel targets located at various distances. As only steel
targets are used, it is unnecessary to call “cease fire” and permit shooters to go forward of the firing
line. It is operated and maintained by Hawaii Metallic Silhouette Shooters Association. It is an
actively supervised range that is open to the public. Law enforcement does not use this range.
Range Specific Recommendations:
1. Post safety rules. Rules should include safe gun handling rules first and administrative rules
second. Wording should be coordinated with Hawaii Metallic Silhouette Shooters Association.
2. Improve the existing earth backstop located behind the 200 meter targets to the industry
standard height. (See Section 6, Engineering Controls on Outdoor Shooting Ranges,
Backstops)
3. Add intermediate backstop behind all targets not located at 200 meters, or remove targets that
have no backstop or intermediate backstop behind them. (See Section 6, Engineering Controls
on Outdoor Shooting Ranges, Backstops)
4. See “General Recommendations” in this Section for additional recommendations.

with some modifications, can re-open the silhouette side. need to build berms behind the 75m and 50m targets and then build up the berms behind the 100m and 200m targets
remove any of the small targets that aren't hanging
it says law enforcement doesn't use this range, but they do. so the silhouette side should get money from the c&c to do the improvements.  it should not be up to the Hawaii Metallic Silhouette Shooters Association to foot the bill. hopefully in 2024 they fix it

I dunno the reason steel targets are banned at rifle, it could be allowed.  Only things I can think of is maybe they want to increase the height of the backstop before allowing steel, or they want steel targets to be above 5'.

I'm proposing a plan to the silhouette shooter guys.  Do a fundraiser.  Allow CCW and firearms safety testing at the 100 yard backstop, fix it if needed, and charge $20 a student to help fix the range.

They had a fundraiser every weekend. It was $5 for every shooter and they sold your brass at the gunshow. All that money was supposed to be for the maintenance of the range.

Can anyone post info on the  Hawaii Metallic Silhouette Shooters Association? Maybe a discussion on what is needed to open, and how we can assist/contribute to making it happen.

Well Said.

Government created this mess, government should pay for it.

Don't they have to square everything with the City first?

Maybe the City is the reason everything is in limbo.

As usual.
