According to FEMA, you would have had to turn your phone off ahead of the message being sent and leave it off for at least half an hour after that. I assume that means the message will expire and won't be sent after 30 minutes trying.
Depending on the carrier, the message may still be queued for your phone the next time it's turned on no matter how much later.
FEMA says if you are using a phone you want to keep a secret (and we know who you are), don't turn the phone back on until you're in a "safe place" (secluded) so any alerts would not be overheard.

So I hade my phone on Airplane mode & using Wifi + wifi calling. I didn't get the FEMA message. I usually do this to save on mobile data.
my cousins phone with mobile data off & using wifi + wifi calling did get the FEMA message.
So the ISP for the wifi network is Spectrum. I assume ISP's aren't involved and just Phone Companies.

I got a crappy phone and service provider that shuts itself off constantly.
But it's cheap so I can't complain too much. :rofl:

Everyone in my family has the latest and most tan-taran-est iPhone to date.
Not me. I told my wife to get me the cheapest iPhone because I do not intend nor do I know how to use 99% of the features on the damn phones anyhow.
But I do like how the phone links up to my hearing aids when someone calls me, or when I call someone. That's the best feature I like about the phone.
The rest, whatever. If I learn it I learn it. If not ainokea.
