Technical glitch. Lists like this usually include DC as a state. They are #36.

"The media" doesn't create the list. They only read enough to create a headline and post for clicks.

The fact that there were 51 "states" didn't clue them in.

All of these slide-show type lists are designed to get revenue each time you scroll left and right. If the list had 75 states listed, all the person setting up the webpage will be thinking is "Mo' money!" MSN isn't known for their attention to facts.
