Just want to verify this is the correct website for the Hawaiian "Original Hunters Education card ".

Thank you, after a couple years of not wanting to deal with all the laws I decided just to deal with it and research. Then found it easier to get a Barretta M82 than it is to get a .22 pistol. So I decided to start with a simple AR build. Going to be looking for a class for my permit to purchase pistols soon I hope.

I went in last week to renew my long gun permit to acquire and was told that my Hawaii hunter's ed cert from 2007 is no longer valid for new permit to acquire. They told me to do the online version and bring in proof of completion to continue application process. I thought I overheard the guys in the back saying that any state's hunter ed program was acceptable. Does anyone know if the NRA's free hunter ed program would work? According to their website, it's the official online hunter ed program for multiple states:

So I'm going to say no, the NRA one doesn't work for HI to buy a rifle/shotty.

No person shall be issued a permit under this section for the acquisition of a firearm unless the person, within the four years before the issuance of the permit, has completed:
(1) An approved hunter education course as authorized under section 183D-28, unless the applicant seeks to acquire a pistol or revolver, in which case the applicant shall complete a training satisfying the requirements of paragraph (2), (3), or (4);

ยง183D-28 Hunter education program. (a) The department shall establish a hunter education program to provide instruction in hunter safety, principles of conservation, and sportsmanship. Upon successful completion of the program, the department shall issue to the graduate a hunter education certificate which shall be valid for the life of the person. This certification shall be rescinded by judicial action upon the conviction of a wildlife and/or firearms violation. No person shall be eligible for a hunting license unless the person possesses a valid hunter education certificate or meets the requirements for exemption provided in subsection (b)(2), and is either:
(1) Born after December 31, 1971; or
(2) Born before January 1, 1972, and has never been issued a hunting license in the State.
(b) A person who meets the minimum age requirements adopted pursuant to subsection (c) shall be exempt from the requirements of subsection (a) if the person:
(1) Was born before January 1, 1972, and at one time possessed a hunting license issued by the State; provided that the person shows satisfactory proof to the department that the person had possessed the hunting license;
(2) Has successfully completed a course or program of hunter education and safety that is approved by the International Hunter Education Association and meets the requirements of Chapter 12 of the United States Fish and Wildlife Service Federal Aid Manual, as revised; provided that the person shows satisfactory proof in the form of a certificate, wallet card, or other document issued by a state, province, or country evidencing successful completion of the course or program; or

Based on what's currently posted as the law, if you have a certificate from another state that satisfies the statute's criteria (approved by the International Hunter Education Association and meets the requirements of Chapter 12 of the United States Fish and Wildlife Service Federal Aid Manual, as revised), then it should be good for a long gun permit.
Since section HRS 134-2 references section 183D-28, that's the criteria that needs to be met to get a long gun permit.
Or you can take the handgun training and be qualified to apply for a PTA for handguns and/or long guns.

Thanks Flapp_Jackson for the well-researched response! I'm going to give it a shot and see if this works. If not, I'll pay the $26 for the Hawaii-approved commercial version, or just take the handgun safety training option... which I should do anyway given the way things are headed with Honolulu's wonderful legislative idiosyncrasies.
I'll post a follow up in a couple weeks on whether I'm successful in using the NRA hunter ed training to get my long gun PTA.

But, they haven't changed the law in that regards. They still allow hunters to come from other states, register their weapons, obtain hunting permits, and carry firearms -- all without taking any classes that involve Hawaii gun laws.
Our gun laws are a mess of ambiguities, contradictions and failed intentions. Even taking the classes just raises more questions.
They want to force all gun owners to take HI-certified gun safety classes, yet the hunter's ed issue offers an exception. It is a perfect example of a law that muddies the water more than it helps us understand the law. it's intended to accommodate hunters from other states, yet it also causes confusion and misinterpretations among HI residents and HPD.

I have an old card. I am not planning to purchase "anything" new, long gun or hand gun, currently, or in the future.
Question, as far as these new laws, as a gun owner, no need to take any new so-called courses as a previous registered gun owner?

Your old HE card is still good for obtaining a hunting license. No further courses are required.

Just following up on my prior post regarding valid online hunter education training to be able to obtain a long gun Permit to Acquire with HPD's updated regs:
I completed the NRA's free online hunter ed training (https://nra.yourlearningportal.com/Course/HuntersEdActivityInfoPage (https://nra.yourlearningportal.com/Course/HuntersEdActivityInfoPage)), which is accepted by a couple dozen states' game & fish departments for hunter licensing (though Hawaii is not listed on their website). I had previously hunted in New Mexico and already had a customer ID number with them, so applied the NRA training to their state hunter ed program. I completed the online course in a couple days, and when I finished, was able to download a certificate from the NRA hunter ed training portal that gave the date the course was completed. I logged back in to the NM game & fish website and went to my account page, and they'd assigned me a NM hunter ed certificate number. They don't mail out anything, but I was able to download a printable pocket card with my name, NM customer ID, and NM hunter ed numbers.
I printed out the NRA training certificate (with date of completion) and NM hunter ed pocket card (with certificate number) and took these items down to HPD, along with my original Hawaii hunter ed certificate from 2007. I was successfully able to pick up my long gun PTA today with these documents.
Keep in mind that the NRA's online training does not technically qualify for a State of Hawaii hunting license. It did work for me, but your mileage may vary... the whims of the good folks working HPD's firearms division may vary like the weather, so caveat emptor. But for now, this presents a potential no-cost option to obtain required (updated) hunter's ed training every four years for the purposes of getting a long gun PTA.

I completed hunter-ed paid course on dec 26, 2023. Still waiting for my hunters education card from DLNR, 6 weeks later. Card was supposed to be sent to me within 1-3 weeks.

I said I already had a permit and was just doing this early for PTA reasons, and that I was just checking up on it. The person mentioned that they are backed up and told me to check my email. They emailed me a copy and the email also states the hardcopy will be coming in the mail.

one time, last year (2023), I needed a new hardcopy, immediately, for a pending PTA. I went to their actual office during business hours, Pearl City, by the old Buzz's Steak House, and the gal there printed it up right there on the spot, $5 fee. Very helpful.

I was really surprised by the quick call back and email. It sucks that they caught a stray from sb1230. They probably have hundreds(maybe thousands?) of hunters ed applications that are only there because people need to use it for PTA due to sb1230.

Is hunters ed free? If it isn't, then I"m sure SB1230 helped them generate more revenue.
