THIS BANS SEMI AUTO RIFLES AND SHOTGUNS. ALSO BANS PARTS FOR ANY SEMI AUTO RIFLE. YOU ALSO CANNOT SEND THE RIFLE OUT OF STATE AND BRING IT BACK IN.

Testimony due by 2/13 @ 3pm (24hrs prior to the hearing).

What this means...if your rifle breaks, you cannot get any replacement parts to fix it. Nor can you take it out of state for repairs or events and have it brought back to Hawaii.

I don't think it technically bans spare parts, but no gun parts vendor (e.g. Brownells, etc) in their right mind is going to sell you gun parts for a gun that's perceived as illegal.  Just think how hard it is to get 30rd AR-15 mags right now, even though legal here, most gun parts vendors prefer to err on the side of being safe from legal liability just because the law is confusing, when you have to keep track of what's legal, what's not, in all 50 states.  10-rd mag limit for semi-auto rifles, but then you're not going to be able to buy any AR's in the future anyways.

SB3196 will also ban pistols with threaded barrels.  Think compensators & brakes.  Semi-auto pistols weighing more than 50 ounces will be banned: that encompasses Desert Eagles (XIX).

and it will also ban 50 cal Barrett M82s, M107s.  It has a very very long laundry list of firearms that are banned specifically by name-or-model, and then banned by general features, just in case they missed any.

This is a bad one.

But this is so outrageous, could it be a diversion?

I'm just an old retired guy trying to live my happy life.
I am not a politician or lawyer.
But I have seen sneaky and disgusting political and legal crap in my life.
I know this because I was involved.

A friend of mine went into politics a few years ago and I told him to "watch your back."
About a year later he said, "I remembered what you said", and thanked me.

Its based off the federal gun bill and we are seeing very similar bills in other states. Like how the sensitive places bill all had similar language.

Yes, attending via zoom will help. I doubt this bill will be heard quickly. Prob looking at 3:45 at the soonest.

I think this is the situation here.
Biden is pushing the states to ban guns on a local level since this doesn't fly on a national level.
Of course, since he has control over federal dollars, that is his leverage.

just to spell out a little more detail, this bill bans:
all AR-types (-15, -10) and anything that looks like an AR, like the HK's, POF's, SIG 516's, DD, etc.
FN FAL's
all AK-types
Tavors, Galils, HK91, HK93, etc.

a long list of semi-auto shotguns, like Saigas, etc.

and a whole lot more, identified by name and model, or type.

if it's semi-auto, it's probably on the list, go check it yourself.  also pistols.

some of the items listed as new additions are already illegal here in HI, so obviously the text of this bill was cut and pasted from some mainland organizations anti-2A template.

Banning magazines with capacities of more than 10 rounds does nothing to address the real issues of crime in Hawaii and is only trying to fix a problem that doesn’t exist. Banning larger-capacity ammunition magazines won’t reduce the number of shootings, any more than banning alcohol reduced alcohol-related fatalities.
I urge you to oppose this measure and to work to repeal the current nonsense law of pistol magazine restrictions for the safety and welfare of Hawaii residents.

law "burdens the core of the Second Amendment by criminalizing the acquisition and possession of these magazines that are commonly held by law-abiding citizens for defense of self, home, and state."

Law abiding gun owners in Hawaii are left more susceptible to harm or death by being limited in their means of self-defense, criminals who are intent on doing harm will not follow this same law.

Magazines that hold more than 10 rounds are considered standard and that many firearms are not available with magazines that hold fewer than 10 rounds.  This law does nothing more than penalize law-abiding citizens while criminalizing components of handguns they own that were previously legal.

beyond that it's just BS

When social media started, I had coworkers distracted while I had to catch all their mistakes.
So I never did social media until after I retired.
Now I'm finding out about all the people I knew who died.

I think this is an excellent idea.  However, I'm quite naive as to how to go about it.  Should I just state things like supporting groups who will actively oppose the legislation in court?  Talking to my friends, co-workers to get them involved?  Contacting my representatives personally?

Are these credible things to include in the testimony or is there other things that can be included.

I was thinking stating that banning essentially all semi-autos with detachable magazines as discriminatory.  And that the problem is criminals getting ahold of these firearms because they do not follow laws.  I was thinking suggesting apply all their (politicians) energies, ideas, and resources to curtailing that problem instead of enacting laws that affect law-abiding citizens.  Would this be a sensible argument against the ban of these weapons?

Whatever happens, I do plan to submit testimony.  But yeah, it looks like a national effort spearheaded by the biden (the retarded administration) to their kiss ass states that follow lockstep to this agenda with their noses so far up biden's and the demorat's ass.  Oh, and with their purses and wallets wide open.

It would be nice if you could drop a stack of small flyers on them telling them how to give testimony or how to get in touch with HIFICO

Maybe leave a blank spot for new legislation deadlines so you can change it as needed. I'd help drop some off.

Ita good u hit up the range. When we did the mag ban a few years ago, about 60 testimonies from a few hours on 1 day alone. Most had no clue and were pissed off about it.

The language looks similar to the verbiage in the 1994 federal assault weapon ban. Looks like Biden and his administration is pressuring the states to push this crap at the state level. BTW…just seen this mentioned on Fox News by Joey Jones as he stated Hawaii is attempting to go against the federal ruling and US Constitution by banning virtually all firearms. Was his one bad thing of the week topic.

There is a grandfather clause. But this applies to accessories as well.

So u cannot buy new parts or have them mailed to you from out of state or given from a friend in HI.

Once this passes, they can always remove the grandfather section when they want too later.

BTW, notice the wording of the press release to make it ambiguous. The weapon might have been a pistol, rifle or shotgun. I'm guessing hpd wanted to mentally associate this incident with the gun ban hearing on Wednesday.

Are you saying that HPD would punish gun stores for exercising not only their 2A right, but their 1A right? (Rhetorical).

But in all seriousness, yes.  There was 1 gun store who mentioned this and despite the advice from his lawyer, spoke about it once.  Then there's another popular gun store that has HPD contracts.  So no bite the hand that feeds you.  But even they posted about this bill. Which I haven't seen them post about any bill in the prior years.

But the time has come for gun stores to start helping the cause more.

Couple details I noticed about this bill

Assault pistols under the new definition would be a complete ban.  Currently owned pistols like the desert eagle (too heavy) would need to be discarded or confiscated.  Threaded barrels need to be replaced.

Rifles meeting the AW definition cannot be used on public hunting lands.

Anyone who didn't submit test will give them to those who did.

But on a serious note

=there is a grandfather clause, but this can be deleted in future legislature

=If your gun breaks, you're SOL as you cannot replace any buttstocks, pistol grips, handguards, foregrips, flash hiders, etc...These parts too are grandfathered in, but you cannot buy them online or at a store. Nor can anyone give them to you.

=There is no magazine grandfather clause

=You cannot lend your rifle to anyone as you must maintain possession as the registered owner

=If you're caught with a rifle mag greater than 10rds, because its a firearm misdemeanor, you now lose your 2A right for 20 years.

=All Hawaii compliant "assault pistols" will be illegal as there is no grandfather clause for this.

=Any pistol with a threaded barrel

I wonder if there is a fear of reprisals?  Like maybe they will get audited or something..

Another issue is gun stores make honest mistakes on forms and registrations and deadlines.  HPD lets it slide.  If HPD went by the book with the gun stores, they would all be out of business.

It's like gun registrations.  There's a lot of people that register guns late.  Imagine if they threw all of them in jail by the book.

But in all seriousness, yes.  There was 1 gun store who mentioned this and despite the advice from his lawyer, spoke about it once.  Then there's another popular gun store that has HPD contracts.  So no bite the hand that feeds you.  But even they posted about this bill. Which I haven't seen them post about any bill in the prior years.

But the time has come for gun stores to start helping the cause more.

I swag 75,000 to 150,000, hard to tell.  It's very difficult to be awarded damages from the state for something like that.  Maybe if there was a gun confiscation and they gave a $100 gift card for your $3000 rifle.

the new definitions doesnt exempt rimfire pistols. I only found one section that exempts rimfire rifles with tube magazine.

so I think a 22 rimfire pistol with one single "assault" feature would be an assault pistol. so all pistols with threaded barrel would be an assault pistol.

edit: keep in mind they can and will make a lot of amendments to the bill so no telling where things could end up.

Any handgun with a threaded barrel will now be defined as an "assault pistol". There is no grandfather for these.  The guys who made HI compliant "assault pistols" also have no grandfather clause.

Here is what we do know, there are 24 million semi auto rifles in the nation. This number was used in the 9th's hearing a few weeks ago. The judge then asked how many does CA have.  Like this matters, because the constitution applies to all 50 states, not just 1.  This is the type of judge that's going to make a ruling on AW's later.  Either she's retarded or corrupt.

Once the hearing takes place for the bill, it's usually uploaded.  There have been a few times where it took some time longer for it to be uploaded.  The state doesn't post the count like how C&C does.  So you have to count it manually.  I usually do this and post it here.

Lot of the rifles are cheaper stuff like stock ar15s and ruger 10/22s.  I'd say over $100 million.

I didn't watch the video yet but heard "The Veteran" and his story about carrying an M4 and it made me wonder what his job actually was? If I had to guess it would probably be something involving psychological warfare. You could really hear the animosity coming out of his voice when he referred to our side.

So I looked up Chris Marvin Everytown since he is on their "advisory council" and found the Marvin Strategies website. It looks like a freelance marketing outfit, but who knows with all the trillions getting thrown around these days? His bio says he "served for seven years as a U.S. Army officer and Black Hawk helicopter pilot" and he was combat wounded but that's about it as far as details.

Anyway this was on their front page. Kinda creepy if you ask me. Also he's on a first name basis with legislators. He got a "thank you Chris" from Wakai at the end of his testimony.

We have the best chance ever to kill the bill if it makes it to it's next commitee (JDC). Rhodes and Elefante are solid aye votes. Awa is a solid no vote. Gabbard is most likely a no vote. Buenaventure is the swing vote. SHe represents Puna and if people from there can contact her prior to the hearing to get her to vote no. Years ago, for her it was automatic to vote aye for anti 2a bills. Recent years, she's voted "aye with reservations", which is still an aye vote. But it's something. 1 bill she voted against it, it was the bill reducing lending a rifle from 15 days to like 3 days. She asked good questions relating to hunting and the bill. Which leads me to believe that hunters in Puna contacted her. She took a lot of time to ask HPD questions, which is not the normal. Asking HPD questions is normal, but she was talking for a while.

The last part of the bill is the "grandfather".

But mags and HI compliant "assault pistols" are not grandfathered in. And there is no compensation for them either.

Look at the state disclosures for donations. Most of the donors benefit directly or supplementally from a disarmed populace

I didn't watch the video yet but heard "The Veteran" and his story about carrying an M4 and it made me wonder what his job actually was? If I had to guess it would probably be something involving psychological warfare. You could really hear the animosity coming out of his voice when he referred to our side.

So I looked up Chris Marvin Everytown since he is on their "advisory council" and found the Marvin Strategies website. It looks like a freelance marketing outfit, but who knows with all the trillions getting thrown around these days? His bio says he "served for seven years as a U.S. Army officer and Black Hawk helicopter pilot" and he was combat wounded but that's about it as far as details.

Anyway this was on their front page. Kinda creepy if you ask me. Also he's on a first name basis with legislators. He got a "thank you Chris" from Wakai at the end of his testimony.

Although I'm not attempting to diminish his service in a combat zone, his record, which he believes gives his opinion more validation over everyone else's, seems quite stretchy.

He was not combat wounded, as he was not a recipient of the purple heart. Having searched the database, I was unable to find any record of him receiving a purple heart, meaning that the helicopter crash that he constantly references was not due to enemy contact or engagement. In contrast, I was able to find every friend severely injured or KIA in seconds.

I see no indication that he was awarded the bronze with with combat valor distinction (the "V"), which is a major defining factor between the types of bronze stars awarded. You can get a bronze star without the V for meritorious service and achievement, which coincides with the other medals he publicly presents: the meritorious service medal and the air service medal. When your factor in that his aviation and military career ended after that crash, it become a little more apparent that his bronze likely has nothing to do with engaging enemies; especially engagement with an "M4".

And having served in the same combat zone, I can 99% guarantee he did not "carry his M4" in the same capacity that we did. He was a Blackhawk pilot, not a gunner, with even the latter having very little use for their primary weapon while on aerial missions. And Assuming he wasn't running dismounted missions while attached to infantry or SOC units, he likely never left his chopper outside the wire and likely only had to "carry his M4" while back on base, Camp or FOB.

You might have to personally travel with all your firearms. The bill does not have an exemption for licensed dealers, at the moment. Just something to consider.

Vegas becomes unlivable if the price of energy spikes too much. Texas is on the front line of a border war with thousands of potential terrorists showing up every day. Oahu will turn into Cannibal Apocalypse Island if the boats stop running, but at least we don't need AC to survive or have to worry about freezing to death.

I don't know many units issuing nukes to the infantry.  Those would be one-time deals -- guaranteed suicide for the soldier and any unit members close to him.  Nukes are not defensive weapons unless used at a very long distance against other WMDs.

The line was already drawn, and they included "weapons of war."

But that was the Heler decision prescribed by SCOTUS, and we now know their opinions don't count in the land of Aloha.   :wtf:

I like to ask why police need to carry "weapons of war"?

If police carry them or have ready access to them in our community, then they must by definition have a legal and legitimate use case in our community...
