I remember when Obama was running for president, his server for donations was setup in China. The GOP server was in the US.
US laws required that the IP address of the client app being used by the donor be logged and verified it's in the US. It's illegal to accept donations for federal campaigns from foreign donors.
I went to the Obama site and the Romney site. The Obama site never verified my IP. The Romney site did.
There was never an investigation -- that's what happens when the perps win the election.
This year, ActBlue, the democrat donation website for just about all races in the US, is receiving thousands upon thousands of donations from people who don't have the amount of money being donated, nor do the people under whose names the donations are made say they ever made those donations.
This video shows the OMG video where James O'Keefe interviewed a woman who would have had to submit 3 donations per day for months to amount to the over $18K donated under her name. Virginia's AG has started an investigation into ActBlue.
Of course, nothing will be discovered or fixed before the November election. By then, the money will have been spent. As Tim said, the feds should freeze suspicious funds like this and not allow them to be distributed and spent until the sources are verified. But that's just crazy talk, right?'

IP addresses are meaningless. When I was living abroad I had a foreign IP address. Duh! If I use a proxy I can have an IP address anywhere in the world.
i don't care if YOU believe they are meaningless or not.
The rules exist for a reason.
Fun Fact: many authoritarian governments ban certain software categories, including encryption and VPN software. Harder to spy on citizens if they can circumvent the government's tools.

Another fun fact: VPN servers do not have an unlimited number of ip addresses to use for creating tunnels. The server companies usually have a half dozen registered addresses. So, that means if 1,000 VPN users from overseas try to make donations using the same VPN service, the server logs from the donation site would have a cluster of donors all coming from the same IP network. Cross referencing the registrations for the IP would show the residential addresses for the donors would not match the ISP information. In fact, most VPN services are not concerned with masking their company's address, only that of the client. That alone would be a flag if the VPN service is in a foreign country.
Most of all, a donation server can tell if you're accessing the site through a VPN.. if they identify a VPN connection, they can require that you disconnect from the VPN and reconnect through your actual ISP. If you don't, they can reject the donation.

It's like forensic science doesn't exist if they really wanted to trace a VPN.
