It probably falls under a billy club category but you will get various responses from members, Leo, and by reading the statue yourself.  Leo have told me its not illegal to have, as long as I'm not walking around playing with it or doing stupid shit with it, just defensive purposes. I'm no expert though.

To my understanding it is not legal because there is only one purpose for it.
