Since HI is doing things backward, I thought all HPD were "deputized" by the Sheriff so they can issue citations that a county officer usually won't issue. AKA issuing based on HRS and not ROH.

Why not just hire more LEO ?
I thought all these speed bumps were supposed to help stop speeding (which costed alot and reduced speeding ticket revenue :wacko:)
And whats with "stakeholders" ? ::)

If HPD has a recruiting / staffing problem what makes the State of HI any better at recruiting more LEOs? State population is shrinking. They're going to adopt the same strategy of bringing in teachers outside the State to support this new dept.? and at the same time claim that mainalanders are buying up property? :crazy:

The only upside to being HPD here compared to say LAPD is it's much less dangerous. Same with SSD/SWAT. WIth LA, same same for cost of living. I assume LAPD pays more than HPD.

Sheriffs have always been able to enforce state traffic laws and they do patrol in certain state owned areas. I have seen them making stops on Nimitz Hwy before but generally speaking traffic enforcement is not their focus. I don't know whether they can enforce city traffic laws or not though.
They might just be looking for a way to jump on that federal grant money. HPD pays a lot better than the Sheriffs so I would imagine recruitment for them is more difficult.

I want the Sheriffs to take a bigger role in law enforcement here. HPD is the monopoly here and they act like it, they believe they are above all authority to include the feds. This is why I welcomed the feds in past investigations of HPD to bring them down to earth.

I know a few who looked into applying for Sheriff and the pay at the time was much less than HPD. So they went to HPD instead. At the time, starting for Sheriff was like $35K/yr. HPD was in the high 40's.

To me it's just another case of a Dept. trying to spend the money before they lose it. It just grows the Gov. bureaucracy (a waste of our tax money for bigger government). :grrr:

Sheriffs have authority to do almost anything HPD except enforce county ordinances and sheriffs can enforce laws statewide.
Sheriffs didn't have the manpower to do enforcement. They mostly worked on warrants, the prisons, courts, airport, and other state buildings.
Why they're not elected probably has to do with what's in the constitution.

Agreed. I think internal investigations should be performed by outside agencies, so sheriffs look at HPD complaints and vice versa, or a completely separate state agency would be best. My dad stated in his department the city would investigate sheriff shootings and the sheriffs would investigate city shootings.

No idea why we don't elect our sheriffs, good historical question.
A sheriff can enforce any state law. Would they be used? I can't predict the future.

I thought I overheard a comment on the news to the effect of "why are you (whoever was bringing up the proposal) proposing new departments or functions when existing ones can't perform the tasks as it is". I took the question as essentially why are you proposing adding new departments to further complication, dilute, etc responsibility and accountability.
