1) Would this make old guns without serial numbers illegal? I thought the last version I read had an exception for old guns.

2) Would there be a path to legally making your own gun for personal use under this law? What is the process like for getting that license?

3) Would this make it more illegal to use an unserialized gun in a crime than a serialized gun?

4) Current law prohibits the possession or acquisition of firearm parts with the intention to assemble a firearm? What law is that?

To answer in order.

1) This law would make all guns illegal in HI due to the requirement of the FFL and serial number as there is no federal registration.

2) No, see #1 above.

So is this so legally unworkable that it can't survive committee?

Democrats in committee don't care if it's legally workable or not. Neither does our corrupt AG. In fact, the AG has testified with a major gunbill a few years ago that they used Bruen when making the bill. An obvious lie.

Their thought is Fuuuuuuccccc***** YOUUUUUUUUU, sue us.

HB392:
Quote
... imprinted with a serial number registered with a federally licensed manufacturer.

so years back, the folks that went and put serial numbers on their frames/receivers and in good faith, went down and registered them with HPD, now they're sh!t-out-of-luck because it's not the right flavor of serial number?

yikes!

and HPD knows exactly where they are.  registration >>> confiscation.  "just following orders"

yup, we know how that works.

Be careful with the testimony as it mainly deals with enhanced sentencing on felony crimes where a "ghost gun" was possessed to combat the rising violent crime.  There are things to oppose like ban on possession by law abiding people.

The issue I bring up is this is an embarrassing bill to be presented.  Felons can already receive maximum prison sentences.  Murder can be a lifetime sentance and they don't have to be granted parole.  This highlights the big problems in the justice system.
