Can i use a charging die for a 223 to charge 308 brass??

What kind of press, dies and powder measure?
Main thing is to weigh the powder.

single stage loaders can get by with a plastic reloading funnel

Generally no, because the difference in case length is large. For 223 there is a short die and for 308 there is a long die.
