maybe Civil Beat should be investigating why the flood control measures failed in Waialua.  I'm suspecting the City & Country was complacent, and didn't do the periodic maintenance to keep those flood channels cleared of rubbish and growth.  and maybe homeless encampments.

now that would be a story worth investigating.  But, that doesn't fit the narrative.
