Why is Roy in trouble? From what I'm understanding is he helped nudge the board/city to pay out Kealoha. Nothing wrong with that as the board/city is suppossed to make their own decision. And at the time, Kealoha was innocent until proven guilty. So it's the boards/city fault for messing up.

The payment didn't go through the correct procedures and purposefully avoided the required vote by the city council. So it was an illegal expenditure of public funds and a conspiracy.
