Kinda figured this one would pass.
The way it is drafted, the measure would give $100K to the county police departments this year and next.
Original language is kinda vague as to how the funds can be used ("in support of this program").
Total waste if money.
Anyone know what the amendment added/deleted?

Senate Bill 69 started off as a Gun "Buyback” bill, but has evolved into a “Gun Safety and Education” bill, and by further amendments has morphed into a gun owner harassment/mental interrogation bill. SB 69 will be heard tomorrow, February 20, by the Senate Ways and Means Committee (WAM) at 9:45 AM. This bill, in its current state, will require fingerprinting and NICS checks in addition to the already existing registration requirement on ALL firearms brought into the state, and will allocate $200,000 to police departments to be used at their discretion for safety and training, gun "buybacks" or extensive background checks for mental health. Please contact members of the Senate WAM Committee TODAY and respectfully express your opposition to SB 69.
People who bring firearms into Hawaii from another state, even on a temporary basis, are already required to register their firearms within 72 hours. This bill now adds a fingerprinting AND a background check requirement on the owner in addition to the already burdensome registration requirement on such legally possessed firearms. These requirements are so onerous that if one acquired an antique firearm or an unusable or unserviceable firearm they would still have to undergo the entire background check, registration and fingerprinting process. Hunters and shooters beware, when traveling to Hawaii make sure to allocate at least one or two days to stand in line to register your firearm and undergo fingerprinting and a NICS check in addition to potential “extensive background checks for mental health concerns for certain individuals wishing to register guns,” whatever that means, for a firearm you already legally possess.
SB 69 leaves several things open to question or interpretation. For instance, it fails to define what constitutes an “extensive background check” or what constitutes a “mental health concern.” Without proper definitions, these requirements remain open for interpretation by the local authorities. Further, could these “extensive background checks” turn a five-day hunting or shooting trip to the islands into ten days of psychoanalysis by the local police sergeant? In summary, what can be known for sure is that this bill presents no viable solutions that would make improvements to Hawaii, but instead attacks law-abiding citizens who are choosing to exercise the right to own a firearm.
It is very important that you contact members of the Senate WAM Committee IMMEDIATELY and respectfully express your opposition to SB 69. Contact information for Committee members is provided below.

Skimmed the testimony.
Out of 123 pages only 4 "support" testimonies. None have any reason attached except 1 that stated this will make Hawaii safer from gun violence.
HPD expressed concern over having shoulder the liability of training civilians when there are organizations that already do such trainings - though testimony supported the rest of the bill overall.
I submitted my testimony again, by the way. I've wondered if these kinds of reschedules also reset the testimony count in order to make it appear as if the bill has more support, or less opposition, than it does.

It is rather disenchanting and the only real way to potentially do anything is vote them out of office. They don't listen because they believe gun owners don't make a difference at the ballot box. Every gun owner in Hawaii should be a registered voter and exercising that right. In many of these district races, there is not a lot of total votes and some are very close. Gun owners could potentially sway some of these small elections if they all actually voted. I would suspect the Governor is also encouraging some of these legislators to vote along party lines and in line with the President's agenda. Our Governor is so far up Obama's ass to begin with.

Why would you now go through the extra BS to register when this shit passes. All this will do is cause a larger backlog and burden on the PD with absulutly no impact on gun crime. The Senate Ways And Means money committee (WAM) gave decision and took a vote to pass SB69, SD1, which started out as a gun buyback bill, but ended up stuffed with other issues by Sen.Will Espero’s Public Safety Committee. We haven’t seen the actual Senate Draft 2 (SD2) yet, but Chair David Ige announced his recommendations, removing reference to gun buybacks, mental health background checks, and police gun safety programs from the bill. The $200,000 earmarked appropriation for these is deleted, but a blank line for an appropriation to the county police was left in the bill for further discussion. The bill will authorize the county police to do NICS (National Instant Checks System) checks (supported by HRA) on firearms owners who are already required to register firearms they bring in from out of state, and collect the FBI fee for fingerprints if the registrant has none on file. The 3-day window to register guns brought in is increased to 5 days, compatible with the registration requirement for guns acquired in state, and allowing for 3-day weekends. Sen. Sam Slom voted “no” as did WAM Vice-Chair, Senator Michelle Kidani, who said the counties should fund their own county police programs. Sen. Suzanne Chun Oakland expressed her concern about the Chair’s recommendation to extend the registration window. Go to:

in a few days, when the clerks catch up, for the actual SD2 language crossing over to the House where the whole process repeats.
HB603, amending the Hawaii self-defense statutes, was heard Tuesday in House Judiciary Committee. Although this complicated section of Hawaii statute could be improved, HRA believes the current statute, only recently passed in 2010, is sufficient, and the legislative climate this year is too volatile, so recommended in testimony that the bill be deferred indefinitely (dead for the year). Chair Rhoads announced that as his intention. There will be no HB1 draft generated.
The Legislature is at its half-way point March 7, 2013. The worst gun bills are already dead for the year. A big mahalo to all you activists who support our gun rights during this difficult legislative session. Don’t let up before it’s over, May 2!

Last night I publicly thanked Senator Kidani (Vice Chair of WAM) for voting NO on this bill in her committee. I mentioned that numerous testimony had been submitted in opposition along with mine and any new appropriations should be directed elsewhere especially to our ailing educational system. She expressed her concern that the bill was too broad and didn't feel the need for appropriation to come from the state but from the counties instead. We still would need to monitor this as it crosses over to the House as it begins again... :shaka:

And i agree Mac, thats the same thing that happened the first time. Passed then a whole bunch of shit got added. Everyone said something, they cut the bullshit. Maybe they are just testing the waters more to see who is watching. Wouldnt doubt the same thing would happen again during cross over.

I'm gonna guess the amendment was to replace the word "may" on page 3 line 12 with the work "will". Reb Bob McDermott was true to his word, and voted nay.
9 Every person registering a firearm under this subsection

The House Draft of 69 is out. The only two changes that I see after committee amended:
1.Changing the wording to clarify that folks with fingerprints already on record w/ respective county police dept. SHALL be waived from having to file fingerprints again.
2. The effective (start) date was changed from 2050 (to allow time for discussion) to July 2013.

I arrived there late due to traffic and parking issues but heard not to many actually testified in person :( A friend told me that the chair called my name since I indicated I was testifying in person... Stuck around to hear the voting and to my understanding the amendments proposed by the HRA is what the chair and members agreed to use. :shaka:

Thank you for your email re: SB69 relating to firearms registration that was considered by the Senate last Tuesday.
I voted NO on this bill, but it was passed over to the House with amendments that did address some of my concerns. It is scheduled for hearing in the House committee tomorrow. I will review the final draft if it comes back to us for another vote. Please let me know if you still oppose SB69 in its current version.

I emailed everyone on JUD a week ago today, knowing if it passed out of PBS they would be getting it. The only person who replied wast Rep Bob McDermott. He said he was also opposed, and voted as such at PBS meeting. I've submitted written testimony for tomorrow's meeting, but can't be there to testify in person. I'm thinking Bob McDermott will again say no tomorrow, but I doubt it will help.
I'm at least slightly pleased that Rep Cynthia Thielen replied to someone on this. I'm pretty sure what her reply below translates to. Support.
Dr Cooper, while testifying, did say while he was not in any way representing the NRA, but he did say he was an NRA member and noted the NRA were in opposition. HRA/Dr Cooper were in support w/ amendments. The PBS amended based on HRA suggestions. Dr Cooper didn't address the effective date in his oral testimony. ... that was also changed from 2050 to July 2013 at PBS last Thursday.

I am not understanding why the HRA and the NRA are in disagreement with this bill. Also, I am not understanding why the HRA is in disagreement with most of us here. This confusion is causing the antis to feel that they will be able to push this through, and encourage them to come up with other ways to piss on our rights. I still oppose and I hope that the HRA will change course on this.... thoughts?

Here is a response from HRA in an email to one of our club members
This NRA/ILA Alert contains some inaccuracies. SB69HD1 is not a "gun registration" bill. If it is killed, persons bringing in firearms from out of state will still be required to physically present themselves and their firearms at the county police HQ's to register them per existing statute.
The line at HPD is now down to 1.5 hours. By the time this bill would take effect, June, 2013, it will probably be back to the usual 45min, not "one to two days."
There is no mention in this alert that the 3-day window for out of state registration is extended to 5 days by this bill, allowing for three day weekends.
HRA is working with Honolulu City Council and Mayor Caldwell to see if appropriations from this bill can be used to open registration and permits in Kapolei, and establish Sat. hours.
This bill would require the PD's to do NICS checks on persons bringing firearms into the state, something they are already doing because FBI tells them they must. They do not need statutory authorization to do so. Any LE entity and FFL's can request a NICS background check and act on the information. It would authorize the PD's to collect the once-in-a-lifetime floating FBI fee, currently $16.50, as permitted under existing statute for in-state acquisitions.
NRA used to support instant checks. HRA still does. Criminals do apply for permits and arrests are made. I feel NRA has over-reacted to this bill. The Senate took all the "onerous" language and requirements out of it before it crossed to the House. HRA supports the current draft. I'll be testifying for HRA in support today. This is the first Hawaii Legislative session for our new NRA/ILA Rep in Sacramento. He's a fine young attorney who took over the job 3 mos. ago. He's caught up in the current NRA effort to keep Hawaii type statutes from passing nationally. Unfortunately this disagreement is confusing our supporters, encouraging our opponents, and interfering with our long term HRA goals of improving the Hawaii statutes. Fence-sitting legislators are raising eyebrows.
If the bill passes JUD today, it will have a House WAM hearing and then Conference Committees. I would consider it personal favor if you would consider HRA's position on the bill. We are the boots on the ground here.

Nothing has changed my mind. Any bill that infringes on our 2a rights is a non starter for me. I still oppose. None of these new bills do anything to reduce restrictions already imposed on Hawaii gun owners, and we have some of the strictest in the nation already.

Does anyone know how come this keeps getting deferred and rescheduled? Not like I don't trust our legislators and what they may be capable of adding, as if the bill isn't bad enough already.

Anyone have any suggestion on a good apparel to wear when showing up to one of these meetings?
No I won't be wearing anything HRA for this one.
I was thinking that I should get an NRA cap... Or maybe a "Don't tread on me" shirt. Hopefully we can all show up in force during the hearing of these anti-gun bills.
