I was curious about the impact/wording of that caption.
As an official U.S. Government publication, I would think it's in the public domain, that is, the property of all the people.
So, does that caption have any significance?
I'm really curious as to what the White House could do if "violations" of the caption's provisions occured.
Any insights on this?

The caption is an empty threat that has no significance. If it was produced by/for the government using our tax dollars, it became public domain when they released it.

I wondered about that, too. I just figured it was smoke drifting off from his first shot. (ETA: I didn't know they ported shotguns, per Colt808's post below.)

It's just gas escaping from the ported barrel...My Beretta 686 does the same with Federal target loads.
*I believe the picture is real, but staged to show he's a "sportsman" and "understands".
