I just tested some of CCI's "Quiet .22"s. They are louder than CB Longs or Colibri rounds, but not by much. It's a little louder than a high-powered air rifle. It's loud enough to notice in an urban environment.
In my 10/22 it blows the bolt back a little more than half-way. It's conceivable that by adjusting the recoil spring one could get it to feed and cycle.

I've used the powderless 22lr it's quieter then my gamo brake barrel pellet gun

I've used the powderless colibri before. Great for backyard shooting and strong enough to kill birds and rats. Been interested in the quiet rounds after seeing commercials for them. Where did you pick them up from?

Security Equipment has them. I was tempted, but figured that I'd hear other peoples experiences first.
