Is it illegal to order the 14.5? But I'm gonna change out the A2 birdcage for a griffen flash/comp when I get it in

as long as flash hider is permanently pinned/welded so that total barrel length is not less than 16" you are ok

They come permanently pinned to make overall length 16".  There's a drop down of available muzzle devices.  Unfortunately Griffen isn't one.
