Not sure if this will help but I'd like to share my experience when I went on Thursday, August 12th for PTA:

After missing the cut-off on the first day (Tuesday, August 10th) I arrived at 5:40 am on Thursday the 12th.  I was 10th in line.  The line started to grow quickly, and it snaked almost to the end of the above-ground park next to HPD headquarters.  A little after 7 am 1 uniformed officer and 2 plain clothes officers started telling the long line that those who are here to register firearms must form a separate line over here.  So now they are trying to form two lines: one for PTA and one for register.

Very few (less than 20 at that time of the morning) started to form a registration line.  The guy who was number 11 behind me in the PTA line also had his rifle with him slung over his shoulders (in a case of course).  He politely asked the uniformed cop if he could get a time slot for PTA and also get back in the other line for a registration time slot.  The cop told him no, he has to choose then come back another day for the other transaction.  The cop mentioned he cannot bring his rifle into the PTA office and also mentioned by the time he got his PTA slot most likely he won't make the registration cut-off.  Or something like that since it was a bit chaotic and caused confusion when they tried to make 2 lines.

Anyway my time slot for PTA was 9:30.  When I was done I came out of PTA and the guy behind me in line for time slots was waiting to go in.  He didn't have his rifle on his shoulders.  Not sure if he was able to get a later time slot for registration although I don't see why not, there wasn't that much people in the morning that wanted to register but there was a shitload of citizens wanting to exercise their 2a rights to obtain firearms and sadly a whole bunch of them were refused and told to come back another day.  I was one of them on Tuesday the 10th.  I arrived at 6:40 and the line got cut off with 2 people ahead of me. :grrr:

How about on Monday Oct 12 (Columbus Day)? I know it's normally close on Monday but since it's a holiday will it be open?

“Sorry, you have to reapply for a registration appointment.  Cannot walk in”

But they will let me walk in to initial a medical form that I had to resubmit because they didn’t do my long gun permit :-)

Just got back from HPD to pick up my permit. One female asked if she could get in cause her appointment Monday was cancelled due to the Hurricane. They let her in and completed the transaction.

Here's what I did when I got my appointment.

Go to the HPD website http://www.honolulupd.org/information/index.php?page=gunmain

Since all of the slot are taken three months out, you have to wait as they open up a 10 minute slot every 10 minutes.

So at 1:30 pm today, they opened up the slot for Oct 14 for 1:30pm.

Got to be quick cause they disappear rather quickly. I lost a couple of appointments because I type with one finger. :D

doing my periodic check for cancellations to see if I can move my appt date up from late august
I saw an opening October 5th.  that's 88 days from now, just under the 90 day limit.  then I clicked back a page just to check it, nothing there so I click back to the October date, and now its gone.  wow, you gotta be fast bc that wasn't even 3 seconds and it was gone.
good thing my appt is sooner than that so I didn't need it

Trying to do the same thing with no luck, I have a mid September appointment to acquire a pistol permit and 15 days later registration appointment. Let me see If I got this right, there is an average as I recall (correct me if i'm wrong) about 15-20 appointments per day. Now you have a category for  3 guns or less, 4 guns or more and Joint (married couples). If HPD will only publish an appointment schedule for up to three months, therefore there are 60 working days from now until the end of September (approx.) So 15 appointments multiplied by 60 working days equals 900 appointments already made then multiply that in the three categories you can get appointment for and that equals a whopping 2,700 appointments already made until the end of September (approx.). That is a lot of guns sold in the past few months.

I wonder if KHSC qualifies as an Outdoor sport fields?

Below is an excerpt from the Mayor's emergency order.



"Outdoor sport fields and courts only for one-on-one sports or exercise where compliance
with the six (6) feet of physical distance requirement is possible. Starting May 15, 2020,
public and private outdoor sport fields and courts may reopen under the following
conditions:
a. Only outdoor one-on-one sports and exercise activities in which it is both possible
and reasonable for individuals to maintain six (6) feet of physical distance
between each other at all times are permitted. Examples include, but are not
limited to, singles tennis, singles pickle ball, yoga, and tai chi. Excluded, are
activities such as one-on-one or team basketball, in which it is neither possible nor
reasonable to play while maintaining six (6) feet of physical distance.
b. Participants must comply with all applicable Social Distancing Requirements,
including the requirement of participants to maintain physical distance of six (6)
feet from one another at all times. However, participants shall not be required to
wear face coverings while actively participating in an activity authorized under
this section."

I received an e-mail reply from the Mayor's office on my request to open the Koko Head Shooting Complex, here it is;

Thank you for your email and for taking the time to share your thoughts and concerns. Please know that Mayor Caldwell and the entire City Administration is working hard to chart a safe and gradual path towards lifting current emergency restrictions and opening up the economy. Under Mayor Caldwell’s Emergency Order 2020-09, effective from 4:30pm on Thursday, April 30 through 4:30pm on May 18, limited services and business operations are open to the public.

Please note, under Mayor Caldwell’s Emergency Order 2020-08, all City and County of Honolulu parks (except Hanauma Bay Nature Preserve and Koko Head Shooting Complex), are open only for walking, running, jogging, or biking. Unfortunately, we cannot open the Koko Head Shooting Complex for the public at this time although we will likely open it up some time in the near future. We are working on a phased re-opening of this facility. Please note, all City parks are also available for usage of open comfort stations/showers, accessing designated community garden plots, and traversing City parks to engage in ocean activities such as swimming, surfing, solo paddling, and other activities allowed by law.

 

Please understand that everyone is making sacrifices in these difficult times. Thousands have lost their jobs, businesses are closing, medical workers are putting themselves in harm’s way to assist the highly contagious ill. We believe that asking the public to adjust their normal recreational routine to help combat this pandemic is a reasonable sacrifice.

We understand this is a very difficult time, and we appreciate the cooperation of our community as we work together to limit the spread and impact of this pandemic. We hope to start relaxing the restrictions based on assessing the risks to the community and the results from more testing for cases.
