Interesting read. It brings up a thought-provoking question.
US Government employees were asked/told to go man a post in a foreign country. I would expect the government to take responsibility for getting these employees and families home safely.
The other side of the coin is anyone that elects to go to somewhere with civil unrest. Are they cognizant of the unrest and taking a calculated risk? When I visit Japan, I know the country is politically safe. However, I also know there is a risk of seismic activity. It's a small, calculated risk compared to going to the middle east.
This includes some companies that go to foreign countries for business deals. If a crisis starts, is the US supposed to put troops in harm's way? How about the cost of the resources?
Will the companies that were trying to make multimillion dollar deals going to say, "my bad" and reimburse the US for the cost of extraction? Maybe some insurance company can make a policy based on risk assessment. The policy would be based on the likelihood of something collapsing while the company is trying to make big bucks. At the same time probably taking away jobs from US citizens.
It's a larger version of tourists going past the barrier at (Halona) Blow Hole to look inside or get pictures to post on an internet platform. Are we, the taxpayers, responsible for rescue costs and/or body recovery costs? Same thing goes for the Stairway to Heaven, Hawaii Volcanos National Park, Yellowstone National Park and other places where people are vying for a Darwin Award.
