The Koko Head Shooting Complex info is much clearer. Scroll down to the "Metallic Silhouette Range" header/section:
https://www.honolulu.gov/dpr/koko-head-shooting-complex/

-You may fire .22 rimfire rifles on this range
-Common pistol cartridges are allowed, including: .22 LR, .380 Auto, 9mm, .40 S&W, .45 ACP.  Restrictions apply, so please see the range security officer for approved allowable cartridges.
-Centerfire rifles and shotguns prohibited.

Would anyone know if he can drill about three holes over the stainless steel barrel/receiver of a Ruger Mark II 22LR pistol to accommodate a scope mount base?

I did one recently, physical pickup was on the 5th and they emailed me the permit the night of the 4th. They email you a password protected pdf, the password is the one you specify when you apply.

Make sure to submit the ONLINE permit request soon after you apply.

My pickup date was Feb. 20 and I kept waiting for my emailed permits, pistol and rifle. They never came.

I decided to pick them up in person today. I asked if I could also get them via email to have digital copies. I mentioned I completed the paper application.

The officer mentioned I needed to also complete the online form. I forgot about this step - even though you mentioned it above. :(

Will remember to do this for the next pistol to acquire. Live and learn. Thanks for your replies.

Thanks for your reply and providing the information.

I'm glad they emailed your permit the evening prior to the earliest pickup date.

I completed the email request form while applying for a pistol permit. The worker behind the counter mentioned the permit will probably be emailed within a few days of the earliest pickup date. Reason is they only have one employee handling this task. I was a little disheartened since I feel it should be emailed the first date it can be physically picked up. I hope this is the case with my upcoming permit like yours. Will keep my fingers crossed.

It's great we can request rifle and pistol permits to be emailed to us versus having to go back to HPD for pickup. Kudos to those who made this happen!

Questions:
-How long does it take to receive the notification email, from the earliest date in which you can pick up your permit? For example, if the earliest day you can pick up your permit in-person is Monday, February 24, when can you can expect to receive this email? I was advised that it may not occur on the first day your permit is legally available. It takes a few days due to staffing issues. I think it should be the same day your permit is legally available for pickup after the 14 day wait. What's been your experiences?

-Is the permit sent as an attached PDF to the notification email? Or, are you directed to a website that allows you to login and print the permit? From this site, can you download and save a PDF of your permit?

Thanks in advance.

Has anyone applied for a pistol permit without the gun’s serial number?

Do you have the option to have it emailed like the traditional way of applying with the serial number?

Or, do you need to pickup the no serial number pistol permit in person?

Can you still do online registration with a no serial pistol permit?

Thanks in advance.

More tidbits on the shooting.

Silva had a unregistered AK47 and verbally threatened to kill them all.  I heard that Silva was shot in the back while walking away, I presume with the rifle in hand.  Silva's statement would lead me to believe the threat wasn't over and helping to justify the self-defense shooting.  An 8 round clip in a 9mm Glock leads me to believe it was a Glock 43 with a extended 7 round magazine.  I have that gun, and it's difficult to shoot accurately so I can see why he missed.  A small gun better suited for CCW than for home defense and not something Id feel confident using against an AK47.  Reminder to keep spare mags with you.

Waianae man who killed charging neighbor: ‘I going stop him’
https://www.staradvertiser.com/2024/09/25/hawaii-news/man-who-killed-charging-neighbor-i-going-stop-him/

"Silva was driving a front-end loader stacked with fuel drums and was armed with an unlicensed AK-47 assault rifle and handgun."

"“I thought he was done. Then he started going again, so I ran upstairs to grab my gun,” Keamo-Carnate said, noting the registered firearm was a 9 mm Glock handgun."

"“He (Silva) was saying, ‘They like come to my house. They think I playing. I going kill ’em all,’” said Rishard Keamo-Carnate"

"Keamo-Carnate emptied his eight-round clip and went back upstairs to grab more ammunition and turn off the lights in the home to make it harder for Silva to identify targets. After reloading, Keamo-Carnate saw Silva and opened fire a second time. Silva died of a gunshot wound to his torso."

This self-defense incident highlights why 10 rounds may not be enough to stop a threat. Even people who feel they can handle whatever is thrown at them can run out of ammo during a gunfight, and that's what happened to Mr. Keamo-Carnate. It's a good thing he was not pinned down and was able to run back into his home to pick up more ammo, otherwise he may have been shot as well.

It is possible his magazines only held 8 so he used what he had. If there wasn't the 10 round magazine capacity law, he could have legally purchased one that held more rounds. This would have put him in the better position of having more rounds in the fight, ending the threat sooner.

This incident shows more than just a clear-cut case of self-defense. It also supports how having 10 plus round magazines can save lives.

A US citizen received a 12-month suspended sentence after pleading guilty. Article also states no US citizen has yet to be given a 12 year sentence.

I like how Andrew just leaves as soon as the cop tells him he is no longer being detained. It was like, “See Ya!”. Period.

The way he was holding his rifle when jacking Mrs. Valentine, if she was CCWing, she would have more than enough time to draw and drop him. He was holding it in 1 hand by the buffer tube.

I had made this same hypothetical statement.

In all seriousness and in the spirit of avoiding any unnecessary legal troubles, would a legal concealed carry holder actually be able to draw and fire shots at the suspect? After all, the suspect pointed a gun at her face and told  her to "get out" of her car.

What is the proper thing to do in this situation?

One answer is to hope he doesn't do anything to you but take your car, which is what happened for the sake of Ms. Valentine.

Prayers to the two officers who were shot and hoping for a speedy recovery.

This is just an after-the-fact assessment that is purely hypothetical.

When the suspect carjacked Erin Valentine on the Windward side, imagine if she was a legal concealed carry holder and she managed to get the drop on the suspect.

Then a shootout may not have occurred between the suspect and HPD, sparing officers from the dangers of another gunfight.

It would give weight to the benefits of concealed carry.

It would also justify reducing the current burdensome application process.

I wonder how the Chief would downplay the benefits of legal concealed carry in his news conferences.

With crime and shootings becoming more rampant, it’s a matter of when, not if, it occurs again. When it does, I am hoping a legal concealed carry holder can make a difference that helps reduce potential violence and save innocent lives.

I know, this is just hypothetical.

General Discussion / Re: HPD issuing any CCW permits?

All of these posts remind me of an animated movie I saw a while back.  The main character was a female rabbit and I think a fox was her nemisis.

Anyway, they both went to City Hall to do something and the clerk was a sloth.  So funny how slow the sloth reacted to their questions and demands.

HPD has a sloth working in the CCW department.

Here's the great show of speed from "Zootopia":

General Discussion / Re: Private outdoor shooting range
« on: February 01, 2023, 05:57:14 PM »
I recall there was an outdoor range in Waialua called "US Gun Range" that was run by Daniel Oshima, if I'm not mistaken. The firing distance was about 15 to 20 yards with a mountainside as a backstop. I recall shooting there a handful of times. It was a nice private setting that allowed my friends and I to get some good practice time. Downside was the long drive. This was well over a decade ago. I'm not sure of the reasons they closed.

Legal and Activism / Re: Medical Waiver Lawsuit Filed

We won the preliminary injunction which is effective immediately and we don't expect it to be appealed.  Santucci, the homesick sailor, will get his guns back.  It effectively stops frivolous firearm permit to acquire denials and confiscations due to regular counseling, surgery counseling, and other minor or unrelated mental health conditions.  Should also clear up the majority of the Kaiser denials.  Serious mental health issues will still be denied, like being admitted for suicide attempts.
Procedures are still the same.

Did Mr. Santucci get his guns back?

Hawaii County has issued 19 concealed carry permits.

How about for Oahu? It's already November.
