Looking to buy a BCM upper. Was looking at the MK2 BFH 16, mk2 16 enhanced light weight , mk2 ELW fluted. Any suggestions?

Was planning buying a complete upper from primaryarms, is it still legal to ship to hawaii? Is FFL needed? Not to sure if the gun laws changed in 2024. Thanks
