Okay, I was confused by what you said the PA Police said.
They will not issue a PA non-resident permit unless the applicant holds a permit from their state of residence, given that their state's law allows issue of CCW permits.
However, they DO honor non-resident CCW licenses from certain states (see that list I posted).
When I cross-reference the list of states that issue non-resident permits to Hawaii residents with the list of states PA honors, the only match I find is Texas.
So, unless you have business in one of the other states that issue to non-residents, or are military and meet certain other criteria, that's about as close as you can get from here.
Maybe I'm missing something, but that's what I was able to locate.

Are you sure you wouldn't rather visit North Carolina? They honor all states' CCW licenses, both resident and non-resident!
Here's a really good map. You can see which states honor a carry license from any state you select, both resident and non-resident. You can also see which states' licenses are honored by the state you choose.

So, here's the deal. Hawaii DOES NOT ISSUE PERMITS. They say they MAY, but they do not. So, don't even go down that path.
Other states issue NON-RESIDENT licenses. For example, I just received a non-resident CCW card from Maine. Many states honor non-resident Maine licenses, a few of which I intend to visit soon.
Based on the map at the link above, these states' non-resident licenses are honored for carry in Pennsylvania:
Alaska, Arkansas, Colorado, Georgia, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, New Hampshire, North Carolina, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, West Virginia, Wisconsin, Wyoming
Based on that list, the Utah license won't help you for carrying in PA. You need to look into applying for a non-resident license from the list above.
Yes you can. OGC offers the CCW class for UTAH. It will also cover these states including Texas which is listed on this website. http://publicsafety.utah.gov/bci/FAQother.html
