Just received a call from someone at the C&C Dept of Parks & Rec... They said starting April 3rd since Monday, April 1st, is a regular closed day. New hours are Wed - Fri 12-4, Sat - Sun 8-4, and still closed on Mon and Tues.
Also heard before the Ninth Circuit were arguments in Baker v. Kealoha, a non-NRA case that challenges Hawaii's near-complete ban on the issuance of concealed carry permits. Hawaii's statute says that a concealed carry permit shall be issued only "in exceptional case" or "where urgency or need has been sufficiently indicated," and gives police chiefs arbitrary power to decide whose case is "exceptional." (In practice, no permits are ever issued, a fact that the government's attorney carefully dodged during the argument.)
The committees on JUD recommend that the measure be PASSED, WITH AMENDMENTS. The votes were as follows: 5 Ayes: Representative(s) Rhoads, C. Lee; Ayes with reservations: Representative(s) Belatti, Brower, Wooley; 6 Noes: Representative(s) Har, Ito, Kawakami, Tsuji, McDermott, Thielen; and 2 Excused: Representative(s) Cabanilla, Carroll. The recommendation was not adopted.
