A blank narrative is included in the packet. Please fill this narrative out with the appropriate information and include this with your application for a concealed carry permit. This narrative is demanded by the police department, but is not required by statute.
1) General Background: Briefly describe yourself. Items such as your age, sex, citizenship status (e.g., United States citizen), employment status, and employer are all good pieces of information to include.
2) Demonstration of Moral Character: Just like it sounds. Provide any information that could convince a reasonable person that it would be safe for you to carry a firearm. Items to consider are if you are registered to vote, any prior or pending convictions, if you possess a clear criminal background (if not, please ensure that you meet the minimum requirements as set forth in Hawaii Revised Statute §134-9 Licenses to Carry – see attached), any national or local organizations that you are a member of, and any community outreach or volunteering that you are currently involved in.
3) Qualifications to Possess and Carry: As long as you have done so and can provide the documentation, state that you have met all of the training requirements of §134-2 Permits to Acquire – see attached. This is all that is required; however, feel free to provide any additional information to include any prior military or law enforcement experience, any firearms training courses that you have attended, and if you currently possess a valid Concealed Carry permit from another state.
4) Reason(s) for Request: The Supreme Court of the United States of America has determined that the right to keep and bear arms for the purpose of self-defense is applicable to the states. As such, if you choose, you may simply list “Self Defense” in this portion of the application. However, be aware that, currently, Hawaiian Law requires applicants to show reason to fear injury to their person or property. A few examples could be “I had someone threaten me,” “I have been assaulted," or "I am a Domestic Violence victim," (more information than that is not required, but may aid in your application being approved).
The right to keep and bear arms was also determined to be a fundamental constitutional right, putting it on par with the freedom of speech and religion. Therefore, citizens of our state should be authorized to exercise this right, safely and responsibly in all non-sensitive places
