It would be nice if the action bays remained opened while the pistol/rifle ranges are being refurbished.

Will this be rifle AND pistol?
I thought it will be just rifle renovations

Well I do hope they eventually put metal plate back up past the 100yard line. Its quite easy to angle the plates so that any potential deflection goes into the dirt, and they can always add tires or other measures like creating a shack around the plates to further contain any flyers. I know from using longer distance ranges on the mainland that few people wanted to lug their target frames out to 200+ yards repeatedly , and that was on leveled and graded ground. The rough terrain and brush behind the 100 yard line makes it even less likely that people would do the same at KHSC, to say nothing of the long ceasefires required to allow people to come and go out to those ranges.

Easy answer. Only allow targets to be set beyond 100yds before range opens and take down after close.

That might be doable on the weekdays, but with a few exceptions for the weekend range regulars who loudly talk story FAR more than they shoot, most people aren't going to spend an entire 8 hour session at the range, on the firing line.

Take that thinking another step/  Someone has to set up targets before the range opens, and someone has to strike them afterwards.  Who is to say that it has to be the same person?  Seems that it would be pretty easy to organize a relay, I take the AM shift, you take the PM.
The difference between theory and reality is that, in theory, there is no difference between theory and reality.

Maybe they should also invest in an official website to clarify all rules for the range.

I second this one hundred percent! It should be right here somewhere http://www.honolulu.gov/parks.html
