If an F.B.I.'s submachine gun is stolen while he is in a sanctuary city/state, does a crime actually occur?

Stolen a month ago, public notified yesterday

HK MP5 and bullet proof vest

Only in Hawaii are people stupid enough to register themselves and guns.  The
rest of the country ignores those laws.  Yeah, yeah, yeah, I'm preparing to

Surprised they didn't state that the gun "went missing".  Same as the gun "went off or fired" when it has to do with LE.
Words like that make the general public think that the inanimate object can actually move itself.
