1036 is odd. Naturally its an automatic "oppose" under the premise of "duty to register", then it says "no penalty"...... 
I submitted testimony on all three. Here is my take on SB1036 (i'm just sayin'...

Please vote against SB1036.
Not only should this committee vote against SB1036, the committee should gut and amend this bill to end firearm registration in Hawaii.
In 2000 the then-current chief of police of the city and county of Honolulu testifed before a state legislative committee. His comments included answers to two questions, submitted to him prior to the committee hearing date by John Lott, who also testified before the same committee. The chief answered answered the first question “How many crimes have been solved using the firearms registration data?” by saying that to his knowledge NONE. He answered the second question “How many man hours a devoted annually to the firearms registration process?” by stating: 50,000 (fifty-thousand) hours (and that was only for the city and county of Honolulu, not including the other counties).
Does anyone have any problems with the more-than-obvious math regarding the cost/benefit analysis of the Hawaii firearms registration laws?
Please, let rationality, logic, and fiscal responsibility be the deciding criteria for whether or not such a useless scheme as firearms registration for Hawaii's law-abiding citizens should even exist at all. The obvious answer is NO! Please amend SB1036 to end firearm registration in Hawaii.
