H.R.3999 - To amend title 18, United States Code, to prohibit the manufacture, possession, or transfer of any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machinegun, and for other purposes.

Real garbage legislation.  Must have been taken directly from the Hawaii rule book on law making.  Make it a vague as possible so it can be thoroughly abused, screw with as many law abiding citizens as possible, and turn them into automatic felons. :grrr: :grrr: >:(

I've emailed Hirono, Schatz, Hanabusa, and Gabbard and talked to the person who answers their phones.  When I asked them if they know anything about guns, all 4 said no.

So I had to explain how triggers work, the different weight/reset (all other things that can "increase the rate of fire"), to google "bump fire" (no need a bump stock).  All 4 seemed very interested that how vague the bills are (3947 & 3999).  But not sure if my message will get across.
