What is this?

Okay, I know what it is. But I thought I’d share it with you reloaders and tinkerers to see if anyone else here knows what this is and what gun it is for? Hint: I found this in a bag of 1,000 pieces of 9mm range brass I bought a while back.

It was cut down to the same length as a 9mm case and it was sized to 9mm as well.

The case length tells me 9mm.
But the roll crimp at the mouth tells me 38 short.
Who roll crimps 9mm?
