Rifle PTA

I understand that a Rifle PTA is good for one year and can be used to purchase multiple Rifles.  How does this process work?

When I purchased a pistol, the FFL filled out the back of the PTA and when I registered the pistol, I turn in the PTA.  So, when I buy a rifle, does the FFL fill out the back of the PTA?  Does HPD keep the PTA when I register the rifle?  If so, how do I use PTA to buy another rifle within the same year?

Similar process to pistol, it's actually recommended to get both at once if you can.   You pick up your permit 2 weeks later.  You keep the permit for a year.  Every gun you buy and register you just show them the permit and they give it back.

Seems like you're asking about registration, not the rifle PTA process. . .

Once you have the rifle permit, when you purchase a rifle, the LGS/FFL takes the info from your rifle permit and you fill out the required fed forms.  When you go to HPD, you take your portion of the fed form, HPD confirms your rifle permit, and you fill out the registration form.  You keep the rifle permit in your possession through all of that.

I’m looking at the back of the PTA.  Doesn’t that need to be filled out by the FFL?  (Quantity, make, caliber, style, factory number).  The PTA even states “This report must be properly be filled out by vendor or transferor and return to the Chief of Police within forty eight hours…….”  How does the second, third, fourth etc. FFL fill out the back when there is only enough space for one transfer?  Unless the back is not used?

The back isn’t used.  At least I’ve never used it for any acquisitions, rifle and pistols.

For a pistol permit, the back must be filed out and signed by the seller/transferor.

For a rifle, the seller/transferor is required to send a notification letter to HPD within 48 hours that gives them the info that would normally be on the back of the permit.

You don't have to do a notification letter for pistols.  The permit when presented for registration takes care of that.  HPD just needs something in writing so they can verify the details of the firearm when registered.  I normally provide a copy of my registration form to the buyer.  That seems to be sufficient for HPD to do the registration.

Ok, to clarify. For purchases from a LGS or FFL from out of state vendor, I’ve never used (filled out) the back of the rifle permit for acquisitions for rifles. That’s what I assumed the OP meant, but not positive.  I guess an FFL could be used for a private sale. . .

That sounds better.  I think the sticking point with your previous post was adding "and pistols."

Different rules for pistols vs. long guns.

Never used a rifle permit to acquire a pistol, but maybe that’s just me. . .

Once you have your good for one year rifle permit, fill out this form,

https://www.honolulupd.org/wp-content/uploads/2020/10/firearminformation_HPD084R05_13.pdf

and bring it to HPD with your rifle permit, picture ID and the rifle(s) you acquired and are going to register.

You can leave the rifle information for HPD to fill in if you want. I usually fill in the caliber, barrel length and serial number.

HPD will keep the Firearms Information Form and return your rifle permit.

I had two pistol permit.  I bought one from the FFL, which I guess you can say it was a private sell.  I also used him for a online sale.

I also applied for a rifle permit when I applied for the pistol permit.

If I remember correctly, we filled out the form 4473 and he filled out the reverse side of the PTA.  However as I think about it, I believe he only filled out the one that I was buying from him.  The one I bought online, we just filled out the form 4473.

Back to my original question.  I guess the back side is not used when buying a rifle.  The process is Buy a rifle, show the permit to FFL/LGS, fill out form 4473, take rifle from FFL/LGS, register with HPD within 5 days, keep rifle PTA for next purchase.  Return PTA at expiration.

Yes that's a good summary on the process.
