Donate powder and primers?

Is it legal in hawaii to donate powder and primers to other home reloaders?
I have a half of a 1lb jar of IMR 4350, half a jar of Hodgdon Varget, and a box of 100 cci large rifle primers no200 that I need to get rid of before I move off island. I’ve been careful to always store these inside my climate controlled house and inside a sealed ammo can so it stays dry.
