Congratulations on getting these 2 bills passed:
HB3298 Big Island shooting range planning group.
HB1872 Recognizing game mammals and birds as a important food source.
These bills passed through the legislature with your support.  HB3298 was signed into law yesterday and HB1872 was not placed on the Intent to Veto list.  The Big Island range project has been in the works for over 10 years by On Target Hawaii and has faced setbacks, but the work continues on thanks to this bill.  Thanks to Hawaii County GMAC and hunters for introducing HB1872 to protect hunting traditions in Hawaii.

Hunting bill is on the Intent to Veto List:
SB3179 Bounty for Axis deer management offers cash incentives to hunters to control the overpopulation in Maui county.  The Governor believes bounties are ineffective and will lead to fraud and trespass.  Please contact the Governor's office with your comments https://governor.hawaii.gov/contact-us/.

Anti-gun bills passed:
On June 3rd Governor Ige signed into law HB2075 Requiring in-person inspection/registration for firearms acquired from out of state, person to person, or assembled with engraved registration numbers.  This conflicts with the Federal District Court's ruling in Yukutake v Connors which struck down the requirement as unconstitutional.  Honolulu Police Department has updated their website to reflect the changes.  It is unknown if other county's are following.  Firearms acquired through FFL's may still be registered remotely and are exempt from the in-person inspection/registration requirement
We are confident that we will prevail in the 9th Circuit Court of Appeals in Yukutake v Connors.

What I don’t understand about Ige’s reg law passing is that per the Federal gov, if state law and federal butt heads, it is my understanding that federal law interest wins due to the Supremacy Clause meaning the federal judge’s ruling should be upheld at least in Hawaii. Was there some kind of due process being given by allowing CA to appeal up to the 9th Circuit? Perhaps Ige either just doesn’t know (unlikely) or doesn’t care so he signed an emergency order to allow the in person reg to start happening again. Maybe I’m misunderstanding the process as a whole, but some clarification from the state would be nice (also unlikely as the state staff seems to love confusing its citizens).

Judicial decisions are normally narrowly tailored and focused on the plaintiff.  I only claimed harm from buying a gun from an FFL in the lawsuit, not the other methods.  This makes the lawsuit simpler and easier to win. The judges decision seemed to indicate he ruled against in person inspection in general, but there is some leeway for the State to get around it through this new law.

It would take another lawsuit to get rid of the entire requirement using the past decision as precedent.  This will be easy to do now with NYSRPA v Bruen and the new method of judicial of analysis.
