As soon as I posted the above I looked at my TV and it was showing a newsreel about Waikiki's Safe and Sound program and HPD is saying crime is down in Waikiki.......

They're probably correct but it has to be taken into context with the right questions.  Are you just pushing the crime elsewhere?  Is the crime rate below normal levels when homelessness and drugs weren't a problem?
