Obviously he knew the permit process if he mentioned it to me. And he knew it was illegal when he stated no questions asked he would purchase with out having a permit and all that other legal stuff. Just for shits and grins I'm going to reply back and say ok. Just to see how far he's willing to take it.
Exactly.  We can argue back and forth about whether the registration is Constitutional or not, but it is the law.  Using speech to attempt to violate it is no less reportable than if someone posted an ad here asking someone to shoot his wife.  The idea that it's only speech and is protected reminds me of Stan's dad on South Park:

I'm just a fluffy white bunny rabbit who lost his way.

Idk man, I'd just say "no" and move on.  Not really worth the time, effort, and legality to mess with this kind of stuff at this point in time.

I wouldn't reply and say "ok".  A guy I knew said ok to a female standing at the window of his car one cold lonely night and the next thing you know he was swarmed by a bunch of cops and put in handcuffs. Story for another day though.

Would this be Barry's friend named Titcomb? I like how he got caught and it was all over the news at first then just kinda vanished.

So, simply using words is now a reportable activity? Seems to me that there used to be a piece of paper promising that wasn't so. Guess no one here much cares about such things. Maybe the people who wrote that fossil didn't imagine the use words would be put to in this modern age?

Get a grip! Say "no" and, if you must, feel free to explain to him/her the error of his/her ways. But to report this to the authorities, a person using one Constitutional right in the pursuit of another? That makes as much sense as suspending a child from school for pointing a fingervat another child. A lot of you have publically talked about hating Obama, even had discussions on how to get him fired. That sounds like sedition to me...shall I contact the secret service?
So you think you can walk around saying whatever you want and not incur any consequences? If you're "just talking" amongst your friends about bombing an embassy or assassinating an elected official and someone catches wind of it, you think you won't eventually find yourself under investigation/monitoring? I'm sure the FBI will find your "it's just words" explanation entertaining

On a lighter note. Slander is illegal, you can't go around spewing nonsense about someone with the intent of damaging their reputation, it can carry criminal and civil penalties.

Please use some sense.

Someday someone may kill you with your own gun, but they should have to beat you to death with it because it is empty.

i dont think just ignoring it and moving on is a good idea.  the guy is trying to buy a gun illegally, no questions asked.  he's trying to do something illegal, and you dont want to be the guy who knew he was trying to buy a hot gun months ago, when he finally gets a hold of one and makes the news after he goes and shoots a house up.

this is reportable, imo.

remember how so many here, after the Sandy hook shooting, were lamenting how the mentally ill shooter had so many people that knew he was crazy, but no one ever raised their voice, even after he reportedly had a confrontation at the school days before the incident?

this is the same thing.  there is an obvious problem, but if you ignore it and just pretend it isnt YOUR problem, it might just become someone's FINAL problem.  this is how you prevent tragedies.

notice it was never mentioned that barry's pot smoking buddy was propositioning a FEMALE cop?

You make a very good point.  I never really thought of it that way.

So with that in mind, which person/organization would one contact regarding reporting such an incident like this?

I would assume the police.  I don't know if they can charge him for anything, but it let's them know he's doing something shady.

At the very least they could give you advice on how to handle the situation.
