Got a quick question.  I applied for my permit on monday obviously I have to wait 14 days.  My cousin in law is selling a me lower receiver.  I already asked the Officer that finger printed me what I needed to conduct the transfer, and all I need is a bill of sale and bring to HPD to register under my name.  Now here's the question can I have him sell it to me the morning of I pick up my permit?  Bring the lower receiver with me to pick my permit and at the same time register the LR to me?  I know sounds like I am trying to save a trip and long wait in line, but who wouldn't?

You dont really need a bill of sale. Just have him meet you that morning.   You need to have the permit in hand to make it legal.

Agree with Speedtek, he has to meet you there if you want to save a trip.   Technically he is not supposed to let you take possession of the gun/lower without seeing your permit to aquire first.  I have never done this but seems pretty clear in the rules.

Personally I'd go pick up the permit. Then go get the lower and go register it myself. All they need is the G number off his registration. It helps if you just bring them a copy of his registration so they dont need to look it up. No bill of sale needed. They likely won't even want to see it if you bring one.

This way the seller won't have to go wait with you. If I was the seller there is no way I'd meet someone there to stand in line with them. On the other hand it is your brother In law so you can tell him to bad, and make him keep you company in line. Lol

If the lines not long just go out and grab it then come right back in.... Hopefully the line isn't long....

I've gone in a number of times with a long gun and just told them that "I wanna transfer this into my name..."

I always just keep the sellers info on me just in case...

Yes you can.
As long as he "hands" it to you after you have a valid permit to acquire.
