Military training memorandum, how does one go about getting one? (Read 3622 times)

Hello my peeps,

I have been thinking about buying a pistol in this State. I am currently in the military and have heard that we can obtain some kind of document that allows us to use our training to allow us to skip the Hawaii pistol training course. Is it true? If so, where can we find such a document? I guess we would need someone from our command to sign it? Do we obtain it out at the Police Station or On base? Thank you so much folks!

If HPD is still accepting such documents you would have to draft it yourself. I would stop by the firearms division or call to see if they are still excepting these or not and if they have a sample. I have two one from a long time ago it's not notarized and than a more recent one that is notarized, any document now has to be notarized. It would have to say certain specific things like you spent X hours of classroom time and X hours of range time what type of weapons you are trained on and that the HRS 134 was covered as part of the training. Your commanding officer's signature should be sufficient. I am in between houses and I have to go TDY this weekend if I can find mine when I get back I will send a copy to you.

If you are the commander signing this form, make sure you are knowledgable on the Hawaii Firearm Laws and military base policy.  You are required to go over these with the military member (just like taking an NRA course) and recommend providing them with a copy of the laws.  Firearms laws can be found at http://honolulupd.org/information/index.php?page=gunmain.

I have seen it happen where a military member screws up, and the HPD/CID/chain of command investigators question the commander or whomever signs the memo on this.  You are signing an official legal document saying that you taught the Soldier this and if you didn't you will be in big trouble.

I used the memorandum that I obtained from my legal office (USCG).  HPD also sent me a copy of their requirements for the memo.

I recall that you are Navy correct?  Are you attached to a ship or shore command?  As a FYI, the process (from what I have seen from a few others that have tried) can be frustrating depending on the command.

Example:  Friend tried to use the template while he was on shore duty, but his gun quals were from his last sea going command.  For his command, he needed to route a request chit through his entire chain of command to have the memorandum signed by the CO.  Blah, blah why do you need this, blah, blah we didn't teach you the local laws blah, blah... your quals are old... He ended up taking a class to get his affidavit.  He could have pushed it through, but I could tell he was frustrated with the process and wasn't worth the effort in his opinion.

I got mine done when I was on a afloat command.  No issues.

Let's make this easy-
Type it yourself, submit to your CO for signature and don't forget to get it notarized!

Sorry for the cruddy pic, but it's legible.
