I saw video of the hpd range on the news when they switched to glocks.
The training academy is down depot road.

So ..... "the indoor range at the Ke Kula Makai police academy allows officers and recruits — and state and federal agencies — to practice and qualify 24 hours per day, at night and in lousy weather, Kealoha said." but they still close  KokoHead fgor public use at least 2x a week for HPD's use ?

I don't know directly, but my guess is they can practice certain drills and skills at Koko Head that would be too dangerous or difficult to set up for in a regular indoor practice range.

...
Yeah...good question.
But I know that hpd still uses kokohead when it's closed for tactical practice that can't be done at any indoor range.

Wouldn't the two days a week Mon/Tue KHSC is closed be the days off for the RSO's who work on Saturday and Sunday?

1)    I guess what I'm getting at is if a community college can have a, for lack of better word "co-op" range, why can't Hawaii.

2)   Koko Head has got to be one of the most utilized Public parks on the island and I wouldn't mind paying $5.00 for a day at the range to go 7 days a week.
Think of the improvements that could happen with that money ( Bathroom anybody, night range ?)

3)   Let the public use the HPD range (at a cost of course)  and have HPD provide training and education (again, at a cost of course).

Teaches Safety, raises money, increases improvements, HPD Public Relations bonanza and so much more !

 Right

I might guess that if a private organization or Tech college wanted to build a facility they could indeed make it a coop.  The HPD indoor range is not public access.  Just like the public can't go to HFD and practice on their rappel tower.  If you built a facility and offered its use to the HPD they might accept.  But why build one and even offer its use to the HPD?

So ..... As for the HPD range, that public statement was the original master plan, but it was made public info that the range could not be staffed 24/7 due to budget restraints.

As for KKHD, the paid KKHD range staff are City employees, who have normal work hours.  They don't work 7 days per week and I don't think it is the Cities position to pay them overtime or place more monies in the budget for more employees to keep it open 7 days per week.

I don't know directly, but my guess is they can practice certain drills and skills at Koko Head that would be too dangerous or difficult to set up for in a regular indoor practice range.
Yes, there is much an indoor facility cannot do.

I don't think you could get the helo through the doors and it was public info that the range went over budget so perhaps the cuts forced the cancellation of the retractable roof option.

1) Hawaii can have one.  Just gotta get an outside entity to fund it.  A large facility will run you several million and that is just the physical structure.  You will still need the land and correct zoning, permitting, licensing, insurance, etc...

2) This is a good idea and there are many other good ideas used by other public ranges in the nation that could dramatically benefit the KKHD facility itself.  Of course since it is the City, any monies earned from the park would probably go into a general parks and recreation slush fund, that would be used as needed for any facility.  I would think that they would need to re-write a few things and quite honestly that whole concept for a range facility probably isn't very high on the list of many a politician here.  In fact it probably isn't even on their radar.

3) This is a workable and very successful thing done in other locales, however as public information via research shows, the HPD facility is a lead free, frangible facility which could make things cost restrictive at a user level.  Besides any logistical concerns which I am sure could be worked out, I would guess that the liability concerns alone from the City and County corporation counsel level, would negate any thoughts of such a thing ever happening.  I would believe there would need to be a complete 180* shift in mentality in the City political arena and I am not even speaking about the HPD.  This is not even in regards to the firearm topic, but just from a pure liability standpoint.

Think like a lawyer for a moment.  I know we have one or two here on the forum and I have lawyer friends, so no offense, but if you think like a C&C lawyer, imagine if someone fell off a ladder and ended up breaking their neck and paralyzed.  You would have better luck if Menehune's showed up after hours and did a renovation.

I got it, but you did raise some good topics that are worth discussing.  I think the HPD range should be available to the public for certain events under the monitoring of HPD personnel.  Heck I believe that the HPD should conduct firearms education and basic awareness training for those interested.  It would be good for relations and just a good thing to do overall.  I also tried to interject some humor with the helo, doors and retractable roof, but humor is often not communicated well via they typed word online.
